ORDINANCE NO.
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS IN THE GENERAL FUND, FUND O1, POLICE,
DEPARTMENT, SPECIAL OPERATIONS DIVISION, INDEX CODE 055012, IN THE AMOUNT OF $7,715.00,
AND APPROPRIATING SAID AMOUNT TO THE GENERAL FUND O1, POLICE DEPARTMENT, SPECIAL
OPERATIONS DIVISION, ACCOUNT NO 35-44-00, THEREBY INCREASING APPROPRIATIONS IN THE
GENERAL FUND O1, BY THE SAME AMOUNT FOR THE PURPOSE OF PURCHASING AN ELECTRICAL POWER
GENERATOR, ROOF MOUNT AIR CONDTTIONER/HEATER, MOBII.E CELLULAR TELEPHONE, POLICE RADIO,
TOUCH UP PAINT AND LIGHTING, FOR RENOVATING THE SWAT VAN FOR THE POLICE DEPARTMENT,
PROVIDING FOR A SEVERABILTTY CLAUSE, MAKWG THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR
ENGROSSMENT AND ENROLLMENT, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS•
SECTION 1.
That in addition to those amounts allocated to the vanous City departments for the
Fiscal Year 1989 and in the Budget of the City Manager, there shall also be increased
estimated receipts in the General Fund O1, Police Department, Special Operations Division, in
the amount of $7,715 00, and appropriating said amount to the General Fund O1, Account No
35-44-00, thereby increasing appropriations in the General Fund O1, by the same amount
for the purpose of purchasing an electrical power generator, roof mount air
condit~onerjheater, mobile cellular telephone, police radio, touch up paint and lighting,for
renovating the SWAT van for the Police Department.
SECTION 2
Should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision,
opinion or judgement shall in no way impair the remaining portions, sections, or parts of
sections of this ordinance, which said remaining provisions shall be and remain in full
force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 10151 and all other
ordinances and appropriations amending the same except in those instances where the
provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and
appropriations are hereby expressly repealed.
SECTION 4
The City Secretary of the City of Fort Worth is hereby directed to engross and enroll
this ordinance by copying the caption and effective date into the minutes of the City
Council and by filing this ordinance in the ordinance records of the City of Fort Worth.
SECTION 5.
This ordinance shall take effect and be in full force and effect from and after the
date of its passage, and it is so ordained.

It is recommended that the City Council

1. Approve $7,715 of income earned from restitution payments, sales and
auctions refunds and recoveries of drug related cash and equipment, to
be deposited in General Fund O1, Index Code 055012, Miscellaneous
Income, and
2. Ad°opt the attached supplemental appropriation ordinance increasing in
the General Fund O1 estimated receipts by $7,715 and appropriations by a
1 ike amount in the Police Department Special Operations Division Account
No. 35-44-00, and
3. Authorize $7,715 to be used to purchase an electrical power generator,
roof mount air conditioner/heater, mobile cellular telephone, police
radio, touch up paint and 1 fighting, for renovating the SWAT van for the
Police Department.
Discuss ion
Since November of 1987, the Fort Worth Police SWAT Section has assisted the
increased efforts of the Narcotics Section to combat the ever-increasing
sale, use and illegal manufacture of narcotics and controlled substances.
P1embers of both units have seen an increased number of fortified structures,
large caliber and automatic weapons.
As a result of entering and securing approximately 125 buildings and re-
sponding to other critical response situations (barricaded person, hostage,
kidnapping, dignitary protection, etc.), the SWAT Section has realized a need
to add a roof mount air conditioner/heater, electrical power generator, in-
terior lighting, mobile cellular telephone, and a police radio to the SWAT
van.
The additiono`f thiseeq,uipment would increase the vehicle comfort level as
we11 as expand~comr~un`cation cap abilities between command and operational
level personnel. The SWAT van is a 1981 Chevrolet step van with approx-
imately 8500 miles. The vehicle is in good condition and dependable. This
van is used to ``tran-sport SWAT Section personnel to various assignments in the
performance of their duties. Generally, SWAT officers are dressed in black
battle dress uniforms, h.e~avy bulletproof vests and weapons. During transpor-
tation, SWAT members experience great physical discomfort inside the vehicle
during hot weather months because of no air conditioning. The touch up paint
would give the veh icrl'e a' new outside appearance.
Financing
Upon adoption of the attached supplemental appropriation ordinance, suffi-
ciernt funds will be available in General Fund O1, Police Department Special
