HomeMy WebLinkAboutOrdinance 10283~, f r ~ i, ~. ~ ~ ~ r l r• m '~' X ~ a - ORDINANCE N O . ~®~ !~ AN ORDINANCE APPROPRIATING $18,534 TO THE PARKING BUILDING FUND, FUND 59, TRANSPORTATION AND PARKING, ACCOUNT NO 16-10-01, AND DECREASING THE UNRESTRICTED, UNDESIGNATED RETAINED EARNINGS BY THE SAME AMOUNT FOR THE PURPOSE OF iN5TALLING FENCE AND MOTORIZED GATES TO ENHANCE PARKING LOT SECIJRTTY, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXA5: That in addition to those Fiscal Year 1988-89 and in the appropriations in the Parking Account No 16-10-01, in the undesignated Retained Earnings and motorized gates to enhance SECTION 1 amounts allocated to the various City departments for the Budget of the City Manager, there shall also be increased Building Fund, Fund 59, Transportation and Parking, amount of $18,534, thereby decreasing the unrestricted, by the same amount, for the purpose of installing fence parking lot security SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No 10151 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such ,other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth. SECTION 5. This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. Adopt the attached supplemental appropriation ordinance appropriating $18,534 to Parking Building Fund 59. Transportation and Parking Account No. 16-10-01, for installation of fence and motorized gates to enhance parking lot security from the Retained Earnings of the Parking Building Fund 59 and Undesignated, Unreserved. 2. Authorize the use of these funds for improving security on two designa- ted parking lots. DISCUSSION Vandal i-sm i s an ever-increasing problem on the City parking lot located at Monroe end Lancaster. This lot is basically utilized for parking City-owned vehicles, which are sustaining slashed tires, smashed windows and other damage...-Installing a security fence complete with motorized gate will amount to $8;98'0.00. An"a~ ditional low-cost parking lot has been made available by "The T" for the use of City and Federal employees. Located in an area of the City where fenc- ing is essential for security, to complete fencing the lot and to install both a motorized vehicle gate and a personnel gate will cost $10,534.00. Monthly revenues from this lot will be used to replace the funds required for advance preparations. FINANCING Upon adoption of the Supplemental Appropriation Ordinance sufficient funds will be available in Parking Building Fund 59, Transportation and Parking Account 16-10-01. Expenditures will be made in the amount of $10,534.00 from Index Code No. 334722, and $8,000.00 from Index Code No. 334680. The undesig- nated, unreserved retained earnings balance in Parking..
