'"' ., ORDINANCE N O / D~ ~J AN ORDINANCE INCREASING THE ESTIMATED RECEi[PTS IN THE GENERAL FUND, FUND O1, POLICE, DEPARTMENT, CRIMINAL INVESTIGATIONS DIVISION, INDEX CODE 055012, IN THE AMOUNT OF $10,000, AND APPROPRIATING SAID AMOUNT TO THE GENERAL FUND O1, POLICE DEPARTMENT, CRIMINAL INVESTIGATIONS DIVISION, ACCOUNT NO 35-41-00, '['HEREBY INCREASING APPROPRIATIONS IN THE GENERAL FUND O1, BY THE SAME AMOUNT FOR T'HE PURPOSE OF PURCHASING TWENTY (20) ICAP CAMERAS TO BE PLACED AT AREA BUSINESSES IN LC)CATIONS WITH A HIGH INCIDENCE OF ROBBERY OFFENSES FOR THE CRIMINAL INVESTIGATIONS DIVISION OF THE POLICE DEPARTMENT, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT F~REWTTH, PROVIDING FOR ENGROSSMENT AND ENROLLMENT, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTIOIJ 1. That in addition to those amounts allocated to the various City departments for the Fiscal Year 1989 and in the Budget of the (;ity Manager, there shall also be increased estimated receipts in the General Fund O1, Police Department, Criminal Investigations Division, in the amount of $10,000, and appropriating said amount to the General Fund O1, Account No 35-41-00, thereby increasing appr~~priations in the General Fund O1, by the same amount for the purpose of purchasing twe~ity (20) ICAP cameras to be placed at area businesses in locations with a high incidence of robbery offenses for the Criminal Investigations Division of the Police Department. SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair ;the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 10151 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth. SECTION 5 This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. Approve the deposit of $10,000 i'n General Fund Ol, Index Code 055012, from restitution payments, sales and auctions, refunds and recoveries of drug related cash and equipment, and 2. Adopt the attached supplemental appropriations ordinance increasing estimated receipts in General Fund O1 and appropriations in General Fund O1, Police Department, Criminal Investigation Division, Account No. 35-41-00 from the increased revenuE~, and 3. Approve the expenditure of $10,(100 to purchase 20 ICAP cameras to be placed at area businesses in locations with a high incidence of robbery offenses. Discussion During the last two months, two robbery suspects have been identified after being photographed "in the act". In addition to the offenses they were arrested on, they confessed to or were identified in 17 other robberies. We have another suspect not yet identified who has robbed 10 other stores. Without the help of the 20 ICAP cameras w.e now have in businesses none of these 29 robbery offenses would have been cleared. Our clearance rate would be even higher with more cameras in other high risk locations. Most robbery suspects are dangerous as was the one who murdered a complainant in October 1988 while committing a robbery. Most will be sent to the penitentiary upon conviction rather than being probated back to the streets. Financing Deposit $10,000 into the General Fund O1, Index Code 055012, Miscellaneous Income, from monies received from restitution payments to the Police Department.
