HomeMy WebLinkAboutOrdinance 10395~. ~ ,.~ ~ f ~~ ~ ~ ~ `"~ ~ ::.~G .~ ORDINANCE NO AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS IN THE GENERAL FUND 01, POLICE DEPARTMENT, SPECIAL OPERATIONS DIVISION, IN THE AMOUNT OF $8,000, AND APPROPRIATING SAID AMOUNT TO THE GENERAL FUND 01, POLICE DEPARTMENT, SPECIAL OPERATIONS DIVISION, ACCOUNT NO 35-44-00, THEREBY INCREASING APPROPRIATIONS IN THE GENERAL FUND 01, BY THE SAME AMOUNT FOR THE PURPOSE OF PURCHASE OF COUNTERMEASURE EQUIPMENT FOR USE BY THE SPECIAL OPERATIONS DIVISION; PROVIDING FOR A SEVERABILlTY CLAUSE, MAKING TH{S ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR ENGROSSMENT AND ENROLLMENT, AND PROVIDING AN EFFECTNE DATE. BE IT ORDAINED BV THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1989 and in the Budget of the City Manager, there shall also be increased estimated receipts in the General Fund 01, Police Department, Special Operations Division, in the amount of $8,000, and appropriating said amount to the General Fund 01, Account No 35-44-00, thereby increasing appropriations in the General Fund 01, by the same amount for the purchase of countermeasure equipment for use by the Special Operations Division. SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 10151 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repeated S EGTION 4 The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth SECTION 5 This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. Accept in the General Fund OZ $8,000 from income earned from drug .... related sei zure, -- 2. Adopt the attached supplemental appropriations ordinance increasing estimated receipts by $8,000 in General Fund O1 and appropriations by the same amount in General Fund O1, Police Special Operations Division Account No. 35-44-00 from increased revenues, and 3. Authorize the expenditure of $8,000 for purchase of countermeasure equipment for use by the Special Operations Division. nT~rus~lnN~ The Special Operations Division of the Fort Worth Police Department is fighting an ever increasing battle with the drug dealers in our area. These dealers, with their vast profits from illegal drug sales, are now using special equipment to spy on the Police Department. We have learned through bulletins from other police departments that this is a nationwide problem. This equipment used by drug dealers is readily available and easy to install. It can be used to monitor conversations in vehicles, offices or any other place where our officers gather to plan their activities. At this time the Police Department does not have equipment to check for these hidden transmitters and none is available for the Police Department to borrow. The equipment to be purchased is portable and comes in an aluminum case that looks like a camera case. The handheld receiver has several antennas and special adaptors used to search rooms, desk, furniture, walls or persons. When a hidden transmitter is found not only do you get a signal strength reading on the search equipment, but also a digital readout of the frequency that the transmitter is using. This equipment can locate any type of transmitter that produces a radio signal no matter how small or how low the power output of the hidden device.
