HomeMy WebLinkAboutOrdinance 10114., ORDINANCE N O. ~~~~ AN ORDINANCE INCREASING THE APPROPRIATIONS IN THE GENERAL FUND, FUND O1, NONDEPARTMENTAL, CONSULTANT FEES, ACCOUNT NO 90-55-00, OF THE CITY OF FORT WORTH FOR FISCAL YEAR 1988 BY $22,080 BY APPROPRIATING THERETO SAID AMOUNT FROM THE UNRESERVED, UNDESIGNATED FUND BALANCE OF THE GENERAL FUND FOR THE PURPOSE OF FUNDING DEVELOPMENT OF A COMPUTER MODEL TO CALCULATE THE IMPACT OF DEVELOPMENT OR ANNEXATION IN THE CITY OF FORT WORTH CORPORATE LIMITS, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1987-88 and in the Budget of the City Manager, there shall also be increased appropriations in the General Fund, Fund O 1, Nondepartmental, Consultant Fees, Account N o 90-55-00 for the purpose of funding a fiscal impact analysis project SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance 'No 9926 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the C i t y Council and by filing this ordinance in the ordinance records of the City of Fort Worth. SECTION 5 This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. LN S PLANNING.2' "GDATE'"2' REFERENCE SUBJECT FISCAL IMPACT ANALYSIS PAGE 5/17/88 NUMBER CONTRACT 2 C-10978 1 of Recommendation It is recommended that the City Council 1) Adopt the attached supplemental appropriation ordinance increasing the appropriation for General Fund O1, Non-Departmental, Consultant Fees Division, Account No. 90-55-00, by $22,080 and decreasing the General Fund Unreserved, Undesignated Fund Balance by the same amount; and 2) Authorize the City Manager to execute a contract with Administrative and Fiscal Consulting Services, Inc., in an amount not to exceed $22,084 for development of a computer model to calculate the impact of development or annexation in the City of Fort Worth corporate limits. ~iscu~tinn The City of Fort Worth, in an effort to determine the costs and benefits of any given development in the City limits, solicited Requests for Proposals from interested parties to develop a methodology and provide the software to perform these calculations Invitations for sealed proposals were mailed to 14 prospective bidders. Three no proposal responses were received and six vendors did not respond. The proposal was advertised in the Fort Worth Star Telegram on March 15 and March 22, 1988. On April 1, 1988, the~ive responsive proposals were received by Management Services for evaluation. The proposals were sent out to a committee for evaluation. The committee was composed of Charles R. Boswell, Management Services Director, Rod Bremby, Assistant to the City Manager, Bruce McClendon, Planning Director, and Paul Sweitzer, Productivity Coordinator. The committee selected the firm of Administrative and Fiscal Consulting Services, Inc., as the most qualified and responsive. The committee forwarded this recommendation to the City Manager, who concurs with this recommendation. Scope of Project 1) Determine the average costs of services the City is providing to residents and businesses; 2) Identify which specific departments are direct service providers of external services to the public and which are indirect providers or support the direct service providers, 3) Identify and calculate the cost of providing service on a per unit basis; 4) Identification of the various demographics that act upon development to include but not limited to population, square footage, number of housing units by land use, tax base, and acreage, S ~~i DATE REFERENCE NUMBER SUBJECT FISCAL IMPACT ANALYSIS PAGE 5/17/88 CONTRACT _2_ of _2_ C-10978 5) Distribute the costs of service to the various land categories in the City limits of Fort Worth, 6) Develop a model that will incorporate all of the aforementioned activities and be able to project the costs and revenues through "build out" for a given development; 7) Prepare necessary reports to City Council and City Manager as necessary; 8) Conduct meetings and interviews with Department Heads to obtain any information necessary to complete the project, 9) Conduct all necessary staff training on the computer model and software as necessary, 10) Present reports as requested to senior City staff and City Council; 11) Provide the software and documentation to be used to run the model; and 12) Complete the project and deliver the model, software, documentation, and training of City staff not later than 16 weeks from date of award of contract Financing A supplemental appropriation ordinance will be necessary, reducing the General Fund, Undesignated Fund Balance and increasing appropriations in the General Fund O1, Non-Departmental, Consultant Fees, Account No. 90-55-00, Index Code 328005 by $22,080. The General Fund O1, Unreserved, Undesignated Fund Balance will be $16,930,096 after the supplemental appropriation.
