The City of Fort Worth, in an effort to determine the costs and benefits of any
given development in the City limits, solicited Requests for Proposals from
interested parties to develop a methodology and provide the software to perform
these calculations
Invitations for sealed proposals were mailed to 14 prospective bidders. Three
no proposal responses were received and six vendors did not respond. The
proposal was advertised in the Fort Worth Star Telegram on March 15 and March
22, 1988. On April 1, 1988, the~ive responsive proposals were received by
Management Services for evaluation. The proposals were sent out to a committee
for evaluation. The committee was composed of Charles R. Boswell, Management
Services Director, Rod Bremby, Assistant to the City Manager, Bruce McClendon,
Planning Director, and Paul Sweitzer, Productivity Coordinator. The committee
