Discussion In recent years, the influx of illegal narcotics into our community has become so dramatic that the narcotic dealers have taken to the streets in numbers never before seen. In doing so, the conventional methods of narcotic enforce- ment, while effective in the mid to upper level distribution systems, have not been effective in dealing with the ever growing number of street level deal- ers. The number of street level narcotic dealers have grown to such a degree that they cannot be ignored. Innovative and aggressive measures must be taken to reclaim neighborhoods currently in control of these flagrant street dealers. A highly trained, highly motivated group of officers and supervisors designated as a "Special Approach Unit" made up of one Sergeant, one Detective, and eight Officers, specifically directed at interrupting and eliminating the street level narcotic distribution system will substantially address the ever growing problem of street narcotic dealers. The personnel required to staff the Special Approach Unit will be obtained by reassigning currently budgeted personnel from within the Department and will be operational on or about June 1st, 1988.
