AN ORDINANCE INCREASING THE ESTIMATED REVENUES ACCRUING TO
THE GENERAL FUND OF THE CITY OF FORT WORTH FOR FISCAL YEAR
1987-1988 BY ACCEPTING THERETO $30,060 FROM THE POLICE
DEPARTMENT'S SPECIAL OPERATIONS DIVISION GENERATED INCOME,
AND APPROPRIATING FROM THE INCREASE ESTIMATED REVENUES OF
THE GENERAL FUND THE SUM OF $30,060 TO GENERAL FUND O1 OF
THE POLICE DEPARTMENT ACCOUNT NO. 35-44-OU FOR THE PURPOSE
OF FUNDING OF THE SPECIAL APPROACH UNIT PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH; PROVIDING FOR~ENGROSSMENT AND ENROLL-
MENT, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That the estimated revenues accruing to the General Fund of the
City of Fort Worth for the Fiscal Year 1987-1988 are hereby in-
creased by accepting thereto $30,060 from the Police Departments
Special Operations Division generated income; and that in addition
to providing the City Manager with such other revenue as may be
secured from various sources included in Ordinance No. 9926 and in
the Budget of the City Manager. There shall also be appropriated
from the increased revenues of the General Fund the sum of $30,060
to General Fund O1 Police Department Account No. 35-44-00, in the
following Index Codes:

SECTION 2.
Should any portion, section or part of a section of this Ordi-
nance be declared invalid, inoperative or void for any reason by a

court of competent jurisdiction, such decision. opinion or judgment
shall in no way impair the remaining portions, sections or parts of
sections of this Ordinance, which said remaining provisions shall be
and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 9926,
and.. all other ordinances and appropriations amending the same except
in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in
which instances said conflicting provisions are hereby expressly
repealed.
SECTION 4.
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll this ordinance by copying the caption and
effective date of this ordinance in the minutes of the City Council
and by filing the ordinance in the ordinance records of the City.
SECTION 5.
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

Recommendation
It is recommended that the City Council:
1. Approve $30,060 of income earned
auctions, refunds and recoveries of

Police Department, Special Operations Division, 35-44-00. This will result
in an increase in appropriation.
3. Approve and authorize the $30,060 to be used to purchase raid equipment, a
computer, lease vehicles and pagers, and. provide confidential funds for
the newly formed Special Approach Unit.
Discussion
In recent years, the influx of illegal narcotics into our community has become
so dramatic that the narcotic dealers have taken to the streets in numbers
never before seen. In doing so, the conventional methods of narcotic enforce-
ment, while effective in the mid to upper level distribution systems, have not
been effective in dealing with the ever growing number of street level deal-
ers. The number of street level narcotic dealers have grown to such a degree
that they cannot be ignored. Innovative and aggressive measures must be taken
to reclaim neighborhoods currently in control of these flagrant street dealers.
A highly trained, highly motivated group of officers and supervisors designated
as a "Special Approach Unit" made up of one Sergeant, one Detective, and eight
Officers, specifically directed at interrupting and eliminating the street
level narcotic distribution system will substantially address the ever growing
problem of street narcotic dealers. The personnel required to staff the Special
Approach Unit will be obtained by reassigning currently budgeted personnel from
within the Department and will be operational on or about June 1st, 1988.
Financing
Deposit $30,060 into the General Fund O1, Index Code 055012, Miscellaneous
Income from monies received from restitution payments to the Police
Department. Adopt a supplemental appropriation ordinance in the General Fund
O1, Police Department, Special Operations Division, Account 35-44-00 in the
following Index Codes.
