AN ORDINANCE INCREASING THE ESTIMATED RECEiI'TS OF THE GENERAL FUND BY
$24,619 AND APPROPRIATING TO THE GENERAL FUND OF THE CITY OF FORT WORTH,
POLICE DEPARTMENT, SPECIAL INVESTIGATIONS DIVISION, ACCOUNT NO 35-42-00 THE
SUM OF $24,619 FOR THE FISCAL YEAR 1988 FOR THE PURPOSE OF FUNDING THE DRUG
ABUSE RESISTANCE EDUCATION (DARE) PILOT PROGRAM, PROVIDING FOR A
SEVERABII.TTY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR
ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE.
B E IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS'
SECTION 1.
That in addition to those amounts allocated to the various City
departments for the Fiscal Year 1987-88 and in the Budget of the City Manager,
there shall also be increased estimated revenues in the General fund of the
City of Fort Worth of $24,619, and increased appropriations in the General
fund, Fund O1, Police Department, Special Investigations Division, Account no
35-42-00 of the City of Fort Worth by appropriating thereto the sum of $24,619
for the purpose of funding the Drug Abuse Resistance Education (DARE) Pilot
Program
SECTION 2.
Should any portion, section or part of a section of this ordinance be
declared invalid, inoperative or void rfor any reason by a court of competent
jurisdiction, such decision, opinion or judgement shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No 9926 and all
other ordinances and appropriations amending the same except in those
instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly
repealed
SECTION 4
The City Secretary of the City of Fort Worth is hereby directed to engross
and enroll this ordinance by copying the caption and effective date into the
minutes of the City Council and by filing this ordinance in the ordinance
records of the City of Fort Worth.

SECTION 5
This ordinance shall take effect and be in full force and effect from and
after the date of its passage, and it is so ordained.

Recommendation
It is recommended that the City Council
1) Increase the estimated receipt of the General Fund by authorizing the
deposit of $32,294 in program income earned from restitution payments,
sales and auctions, and refunds and recoveries of drug-related cash and
equipment,
2) Adopt the attached supplemental appropriation ordinance for the General
Fund O1, Special Investigations Division, Account No 35-42-00, and
3) Approve and authorize the $32,294 to f and the Drug Abuse Resistance
Education (DARE) Pilot Program.
Discussion
DARE was developed in 1983 in Los Angeles and is a program where uniformed
police officers are instructors in anti-drug classes in the public schools.
The target groups are 5th and 6th grade students. The intent of the DARE
program is to aid the students in developing decision making skills, resist
peer pressure, develop self-esteem, practice personal safety and aid the
students in other ways of saying no to drugs. Since its inception, Los Angeles
has expanded its program from 50 schools to 407, and over 100 other police
departments have begun DARE programs in their public schools. Additionally,
the United States Department of Education has endorsed the program, as well as
some local groups, such as Fort Worth Challenge.
In August, 1987, Chief of Police Thomas R. Windham, and School Superintendent
Dr. Don Roberts agreed to implement a pilot program of DARE i n the Fort Worth
Independent School District with Dunbar 5th and 6th grades as the target
school. The implementation of DARE will aid the children in resisting drug
abuse and subsequently have a long range effect in decreasing the crime
problem.
Financing
The $32,294 will be used to purchase equipment, supplies and provide training
for the police officers participating in the program. A deposit of program
income generated by the Police Department's Special Operations Division will

increase General Fund receipts (I.C. 081802). A supplemental appropriation
will be necessary in the General Fund O1, Police Department, Account No.
35-42-00, to fund the program. Index Code 267286 will be used. This action
will result in increased appropriations and increased estimated receipts in the
General Fund.
