ORDINANCE N O ADD
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS IN THE STREET IMPROVEMENT
FUND, FUND 90 OF THE CITY OF FORT WORTH BY $33,800 FOR FISCAL YEAR 1988 AND
APPROPRIATING SAID AMOUNT TO FUND 90, PROJECT 136059-00, NORTH TARRANT
COUNTY FREEWAY ALIGNMENT FOR THE PURPOSE OF FUNDING A FEASIBILITY AND
ALIGNMENT STUDY, PROVIDING FOR A SEVERABILTTY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENT AND .ENROLLMENT; AND
PROVIDING AN EFFECTIVE DATE.
B E IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,

SECTION 1
That in addition to those amounts allocated to the various City
departments for the Fiscal Year 198'i -88 and in the Budget of the City Manager,
there shall also be increased estimated receipts in the Street Improvement
Fund, Fund 90 of $33,800 and increased appropriations in the Street
Improvement Fund by appropriating said amount to Fund 90, Project No
136059-00, North Tarrant County Freeway Alignment Project, for the purpose
of funding a feasibility and alignment study
SECTION 2
Should any portion, section or part of a section of this ordnance be
declared invalid, inoperative or void for any reason by a court of competent
jurisdiction, such decision, opinion or judgement shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 9926 and all
other ordinances and appropriations amending the same except in those
instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly
repealed
SECTION 4
The City Secretary of the City of Fort Worth is hereby directed to engross
and enroll this ordinance by copying the caption and effective date into the
minutes of the City Council and by filing this ordinance in the ordinance
records of the City of Fort Worth.

SECTION 5
This ordinance shall take effect and be in full force and effect from and
after the date of its passage, and it is so ordained.

RECOMMENDATION

1. - accept funds representing the following communities' participation in

of Haltom City, $4,013 from the City of Keller, $19,287 from the City of
North Richland Hills and $10,000 from the City of Grapevine, for a total
of $33,800, and thereby increasing estimated receipts in Street
Irnprovements Fund 90, Project No. 136059-00, North Tarrant County Freeway
Alignment, Index Code 087957.

Dannenbaum Engineering Corporation to undertake a feasibility and
alignment study for the proposed North Tarrant County Freeway from Highway
I-35W on the west to a terminus in the vicinity of the D/FW Airport, on the
east for a fee not to exceed $158,4?_6.
DISCUSSION
The anticipated rapid growth in north Tarrant County, caused primarily by the
activities of the Perot group and other large land developers, requires that an
independent traffic study be undertaken to verify the locations and designs of
interchanges along the I-35W corridor, from North Loop 820 to S H 114 north of
the Denton County line. To this end, Councilrnan Gilley appeared before the
State Highway and Public Transportation Commission to urge the State's
cooperation in the I-35W corridor study. The Commission indicated its approval
of the study (Minute Order 86419, October 28, 1987), but stipulated that the
study should include consideration of a proposed North Tarrant County Freeway
interchange at I-35W.
On November 16, 1987, Commissioner Bob Hampton of Tarrant County Precinct No. 3
and representatives of certain North Tarrant County communities, including the
City of Fort Worth, appeared before the State Highway and Public Tr ans,portation
Commission to urge the State's cooperation in undertaking a feasibility and

alignment study for the proposed North Tarrant County Freeway. It is understood
that the Commission has drafted a minute order in support of the freeway study,
however, we have not yet received that minute order
Since a North Tarrant County Freeway would benefit several of the communities
in County Commissioner Hampton's precinct, the Commissioner took the initiative
to seek the communities' participation in funding the freeway route study. At
this time, not all of the communities have responded to Commissioner Hampton's
solicitation Of those communities which have responded, the City of Haltom
City has tendered $500, the City of Keller $4,013, the City of North Richland
Hills $19,287 and the City of Grapevine $10,000
Five engineering firms were considered to undertake the freeway alignment
study A selection committee consisting of representatives of the State
Department of Highways and Public Transportation (SDHPT), Tarrant County and
the Cities of Fort Worth, Haltom City, Watauga, Keller, North Richland Hills,
Grapevine, Southlake and Colleyville appraised each firm's written unpriced
proposal and oral presentation and reached a consensus to recommend that the
Dannenbaum Engineering Corporation be awarded the contract
The Dannenbaum Engineering Corporation has agreed to undertake the work on an
hourly rate basis with the total fee not to exceed $158,426 and to complete the
work within 12 months. This time frame provides for substantial public
involvement of the jurisdictions through which the freeway might pass, as well
as for continuing coordination with the SDHPT. The proposed fee is considered
by the City's staff to be fair and reasonable for the work involved. Dannenbaum
has agreed to comply with the City's policies regarding MBE and WBE
participation.
The end product of Dannenbaum's effort will be a final report with data and
alignment in sufficient detail to present to the State Highway and Public
T.r ansportation Commission for its consideration and approval
PROJECT FINANCING
In order to finance this contract, a bond fund transfer in the amount of
$124,626 will be necessary from Street Improvements Fund 90, Project
No. 095901-00, Construction Engineering in New Developments, (where sufficient
funds are available,) to Project No. 136059-00, N. Tarrant Freeway Alignment
Study. Expenditure will be made from Index Code 621375. The remainder of the
consultant's fee will be covered by funds tendered by the communities as set
forth above. A supplemental appropriation ordinance will be necessary to
appropriate the $33,800 of contributed funds in Street Improvement Fund 90,
Project No. 136059-00, N. Tarrant County Freeway Alignment. Estimated receipts
will increase as a result of the contribution

In the event addi tional participation is forthcoming from other communities,
such tenders will be presented to the City Council for acceptance and, then,
will be credited to the project account to offset a portion of the City's
costs.
