HomeMy WebLinkAboutOrdinance 10051. r" ORDINANCE NO t~D~/ AN ORDINANCE INCREASING THE APPROPRIATIONS IN THE GENERAL FUND, FUND O1, FIltE DEPARTMENT ACCOUNT NO 36-30-00 OF THE CITY OF FORT WORTH FOR THE FISCAL YEAR 1988 BY APPROPRIATING THERETO THE SUM OF $90,000 FROM THE UNRESERVED, UNDESIGNATED FUND BALANCE OF THE GENERAL FUND, FOR THE PURPOSE OF FUNDING MANDATED INOCULATIONS AGAINST CONTAGIOUS DISEASES FOR ALL CERTIFIED FIItEFIGHTERS, PROVIDING FOR A SEVERABILTTY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. B E IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1. That in addition to those amounts allocated to the various City departments for the Fiscal Year 1987-88 and in the Budget of the City Manager, there shall also be increased appropriations in the General Fund, Fund O1, Fire Department, Account 36-30-00, by appropriating thereto the sum of $90,000 from the Unreserved, LTndesignated Fund Balance of the General Fund, for the purpose of funding mandated inoculations against contagious di seases for all certified firefighters SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 9926 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4. The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth. .. ~ r,: T w - SECTION 5 This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. U G-7428 PERSONNEL 1 of-- 1 TION«L ' RECOMMENDATION fr,~n It is recommended that the City Council adopt the attached supplemental zvlcEa~ipropriations ordinance appropriating an additional $90,000 in the General Fund 01,, Fire Department, Account No. 36-30-00, Fire Operations Section, and reducing the unreserved, undesignated General Fund bal ance by the same amount DISCUSSION House Bill 708, which was passed by the Legislature and signed into law by the Governor last year, mandates that employing governments, such as cities, provide inoculations against contagious diseases for their personnel whose official duties expose them to these diseases. The Department of Law has determined that the new 1 aw requires the City to provide inoculations for al l certified firefighters The City may also be liable for providing inoculations for the immediate family members of exposed personnel. An interdepartmental task force composed of representatives from the Fire, Risk Management, Health, and Management Services Departments has studied the requirements of the new law and has concluded that the cost of compliance with this law will be approximately $90,000 (775 persons x $116) this year. The most economical way of providing the inoculations is through the Public Health Department City Health officials are prepared to perform this role FINANCING A supplemental appropriation in the General Fund O1, Fire Department Operation Section, Account No 36-30-00, in the amount of $90,000 will be necessary. This will result in an increase appropriating in the General Fund O1, Fire Department Operations Section, Account No. 36-30-00 and a decrease in the unreserved, undesignated General Fund O1 bal ance. The bal ance remaining in the General Funds unreserved, undesignated fund bal ance wi 11 be $16,869,110 after this transaction.
