ORDINANCE N O. ~0~~
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS OF THE GENERAL FUND, FUND
O1, OF THE CITY OF FORT WORTH BY $1,700 FOR FISCAL YEAR 1988 AND
APPROPRIATING SAID AMOUNT TO THE GENERAL FUND, POLICE DEPARTMENT,
ACCOUNT NO 35-41-00 FOR THE PURPOSE OF FUNDING THE PURCHASE OF A POLAROID
FREEZE FRAME VIDEO IMAGE RECORDER, PROVIDING FOR A SEVERABILITY CLAUSE,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL
PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENT AND
ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE.
B E IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS
SECTION 1.
That in addition to those amounts allocated to the various City
departments for the Fiscal Year 1987-88 and in the Budget of the City Manager,
there shall also be increased estimated receipts in the General Fund of $1,700
and increa sed appropriations in the General Fund by appropriating said
amount to the General Fund, Police Department, Account No 35-41-00 for the
purpose of funding the purchase of a polaroid freeze frame video image
recorder
SECTION 2
Should any portion, section or part of a section of this ~ ordinance be
declared invalid, inoperative or void for any reason by a court of competent
jurisdiction, such decision, opinion or judgement shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No 9926 and all
other ordinances and appropriations amending the same except in those
instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly
repealed
SECTION 4
The City Secretary of the City of Fort Worth is hereby directed to engross
and enroll this ordinance by copying the caption and effective date into the
minutes of the City Council and by filing this ordinance in the ordinance
records of the City of Fort Worth.

SECTION 5.
This ordinance shall take effect and be in full force and effect from and
after the date of its passage, and it is so ordained.

equipment, thus increasing estimated receipts in the General Fund O1,
2) Adopt the attached supplemental appropriations ordinance appropriating
$1,700 in the General Fund O1, Police Department, Account No 35-41-00, and
3) Approve the expenditure of $1,700 for the purchase of a Polaroid Freeze
Frame Video Image Recorder.
Discussion
The Polaroid Company has developed a system called a "Freeze Frame Video Image
Recorder." This system allows one to make color hard copy from virtually any
source including a VCR, video camera, laser disc or computer graphics. The
Freeze Frame includes an image recorder with a separate control panel and a film
adapter for instant color prints
Many stores in the Fort Worth area are equipped with video cameras that operate
on a time lapse system which records all transactions in the stores. When
robberies or thefts are recorded on the VHS tape, conventional methods of
freezing each frame in order to photograph the suspects have been less than
successful. The most valuable feature of the Freeze Frame is that VHS cassettes
can be slowed down to be viewed, frame by frame. Once the desired frame is
found, the picture can be adjusted to the desired quality, sharpness or color.
The device takes a normal size Polaroid photo from the frame in 30 seconds.
This equipment would help increase clearance rates of robberies and thefts.
Equipment of this caliber would be a tremendous asset to the Criminal
Investigation Division in our efforts to combat crime and we believe would prove
to be cost effective
Financing
In order to fund this expenditure, a supplemental appropriation will be
necessary in the General Fund O1, Police Department, Account No. 35-41-00. This
expenditure will be made from Index Code 267062.
