G~ AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 9939 "ELECTRICAL CODE" AND EXHIBIT "B" OF ORDINANCE NO. 9939 BY AMENDING SECTIONS 1001, 1004(d), 1007(b), 1008, 1009, 1010, 1018(h) AND 2008 THEREOF; REVISING ELECTRICAL BUSI- NESS LICENSE REQUIREMENTS; REVISING MASTER SIGN ELECTRI- CIAN REQUIREMENTS; REVISING EXPIRATION DATES; REVISING SPRINKLER REQUIREMENTS; PROVIDING FOR CODIFICATION; PROVIDING FOR ENGROSSMENT ANU ENROLLMENT; ANll PROVIDING AN EFFECTIVE DATE. BE iT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. Section 1 of Ordinance No. 9939 is amended to read as follows: The electrical code of the city, which shall consist of this chapter and the 1987 .National Electrical Code, as amended hereby, and such Code, together with this chap- ter, as amended, are hereby adopted as the electrical code of the City. Three (3) copies of the 1987 National Electrical Code, marked "Exhibit A," are incorporated herein by reference and shall be filed in the office of the city secretary for permanent record and inspection. SECTION 2. Section 1001 of Exhibit "B" of Ordinance No. 9939 is amended to read as follows: SECTION 1001. Every person desiring to be licensed by the City to engage in the electrical business in a capacity for which a license is required by this Code shall: (a) Take an examination given by the Board for the grade of license sought; or, (b ) Be the holder of a valid electrician license or certificate of registration issued by another city which license or certificate has been valid for one year and is of a grade equal to that for which the applicant is applying. t~ -•; . ~< SECTION 3. Section 1004(d) of Exhibit "B" of Ordinance No. 9939 is amended to read as follows: (d) MASTER SIGN ELECTRICIAN LICENSE Shall have had at least three (3) years experience as a Journeyman Sign Electrician in the installation and/or manufacturing of electrical signs, exclusive of experi- ence devoted to non-electrical components; or in lieu of such experience shall have graduated after majoring in electrical engineering from an accredited college or uni- versity which as not less than a four (4) year curriculum and shall have had at least eighteen (18) months experi- ence of practical electrical sign experience. Upon acquiring a Master Sign Electrician license a copy of this code shall be obtained. SECTION 4. Section 1007(b) of Exhibit "B" of Ordinance No. 9939 is amended to read as follows: (b) The annual electricians license renewal fee shall be due and payable in full one (1) year from examination passed date if license was obtained through the Tarrant County Electrical Examining Board; one (1) year from acceptance date if license was obtained through the Reciprocal process from another city; one (1) year from issuance date if license was obtained through the Grandfather's Clause or if it is a Maintenance Trainee license. The annual electricians license renewal fee shall be due and payable in full on the expiration date of each such license. SEC~'ION 5. Section 1008 of Exhibit "B" of Ordinance No. 9939 is amended to read as follows: Any grade of license issued under the terms of this Code shall become due and payable on the expiration date of such license. -z- r `~ ~ SECTION 6. Section 1009 of Exhibit "B" of Ordinance No. 9939 is amended to read as follows: The holder of a Master Electrician or Master Sign Electrician license who fails to pay the annual renewal fee due for such license within thirty (30) days of the date the same becomes due shall be required to pay as a renewal fee for such license the same amount as the fee for the first year plus one-half of such fee. SECTION 7. Section 1010 of Exhibit "B" of Ordinance No. 9939 is amended to read as follows: The holder of a license of any grade who fails to pay the renewal fee due for such license within one (1) year after the date such fee becomes due shall forfeit such license, and the same shall be void from and after the expiration of such one (1) year period. EXCEPTION: Journeyman Electrician, Journeyman Sign Electrician, Maintenance Electrician, or Residential Wireman Electrician licenses may be renewed by approval of the Chief Electrical Inspector, with a charge of ten dollars ($10.00) per year plus ten dollars ($10.00) penalty fee per year. SECTION 8. Section 1018(h) of Exhibit "B" of Ordinance No. 9939 is amended to read as follows: Section 1018(h): 1. The first annual fee of ten dollars ($10.00) shall be paid in advance. 2. The annual Maintenance Electrician license renewal fee of ten dollars ($10.00) shall be payable in full on the expiration date of such license. -3- __ r SECTION 9. Section 2008 of Exhibit "B" of Ordinance No. 9939 is amended to read as follows: When sprinklers are installed in electrical rooms, they shall be in accordance with Section 3801(d), Exception 3 of the Building Code. SECTION 10. Section 1 of this ordinance shall be codified as Section 11-1 of the Code of the City of Fort Worth (1986). Exhibit "B" of Ordinance No. 9939, as amended herein shall be codified as Section 11-2 of the Code of the City of Fort Worth (1986). Section 6 of Ordinance No. 9939 shall be codified as Section 11-3 of the Code of the City of Fort Worth (1986). SECTION 11. The City Secretary of the City of Fort Worth is hereby di- rected to engross and enroll this ordinance by copying the caption and effective date in the minutes of the City Council and by filing the ordinance in the ordinance records of the City. SECTION 12. This ordinance shall be in full force and effect from and after its passage and it is so ordained. DISCUSSION Under the current Mechanical, Plumbing and Electrical Codes of the City of Fort Worth, all licenses and business registrations are due to be renewed in January each year. This creates a once a year tremendous workload and backlog to renew over 9000 licenses and registrations.
