ORDINANCE NO.
AN ORDINANCE SPECIFYING THE AUTHORIZED POSITIONS IN THE
FIRE DEPARTMENT AND NIAKING CERTAIN STAFFING ADJUSTMENTS;
PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE; PROVID-
ING A SEVERABILITY CLAUSE; PROVIDING FOR ENGROSSMENT AND
ENROLLMENT OF THIS ORDINANCE; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the Fire Chief has requested the City Council tc
specify and authorize the number of positions in the Fire Department
for the 1987-88 Fiscal Year, and
WHEREAS, with the passage of Ordinance 9761, dated November 11,
1986 two Fire Captain positions were added to take advantage of the
valuable experience gained in special trained and specialized posi-
tions; and
WHEREAS, with the passage of Ordinance 9761, it was recognized
that when two Fire Captain positions became vacant they would be
downgraded to Fire Lieutenant positions; and
WHEREAS, the Fire Chief desires to decrease the number of Fire
Captain positions by two and to increase the number of Fire
Lieutenant positions by two; and
WHEREAS, the specification and authorization of these positions
is a necessity; NOW THEREFORE,
BE IT ORDAINEll BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:

SECTION 1.
That the following positions are the only positions authorized
in the City of Fort Worth Fire Department for the remainder of the
Fiscal Year 1987-1988:
Firefighter 348
Fire Engineer 170
Fire Lieutenant 99
Fire Captain 85
District Chief 17
Deputy Chief 7

SECTION 2.
This ordinance shall be cumulative of all provisions of ordi-
nances and of the Code of the City of Fort Worth, Texas (1986) , as
amended, except where the provisions of this ordinance are in direct
conflict with the provisions of such ordinances and such Code, in
which event conflicting provisions of such ordinances and such Code
are hereby repealed.
SECTION 3.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitu-
tional by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City

Council without the incorporation in this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 4.
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll this ordinance by copying the caption and
effective date in the minutes of the City Council and by filing the
ordinance in the ordinance records of the City.
SECTION 5.
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

It is recommended that the City Council adopt an ordinance to delete two Fire
Captains from the present authorized staff in Fire Operations from 65 to 63 and
increase the authorized positions of Fire Lieutenants from 78 to 80.
Discussion
M&C G-6876, dated November 11, 1986, approved the addition of two Fire Captains
to take advantage of the valuable experience that had been gained in special
trained and specialized positions. It was recommended that when two Fire
Captain positions become vacant, they would be downgraded to Fire Lieutenants.
This proposal will change the current budgeted authorized staffing as shown
below•

The adoption of the proposed ordinance will allow the Fire Department to
effectively distribute and utilize officer manpower and meet the immediate need
of Fire Officers at the Lieutenant level.
Financing
The deletion of two Fire Captain positions at the "6" step will result in a
salary savings of $5,264 for the remainder of fiscal year 1987-88.
