ORDINANCE NO. /~
AN ORDINANCE SPECIFYING THE AUTHORIZED POSITIONS IN THE
POLICE DEPARTMENT AND ADDING SIX POSITIONS IN THE POLICE
DEPARTMENT, PROVIDING THAT THIS ORDINANCE SHALL BE CUMULA-
TIVE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR
ENGROSSMENT AND ENROLLMENT OF THIS ORDINANCE; PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
WHEREAS, the Police Chief has requested the City Council to
specify and authorize the number of positions in the Police
Department for the 1987-88 Fiscal Year, and
WHEREAS, with the passage of Ordinance 99`L6, the authorized
number of positions in the Police Department was established as 932,
with authorized staffing levels of 611 Police officers, 168
Corporal/Detectives, 95 Sergeants, 42 Lieutenants, 12 Captains and 4
Deputy Chiefs; and
WHEREAS, with the passage of Ordinance 9926, the authorized
number of positions in the Police Department effective April 1,
1988 was established as 983, with authorized staffing levels of 651
Police Officers, 172 Corporal/Detectives, 106 Sergeants, 42
Lieutenants, 12 Captains and 4 Deputy Chiefs; and
WHEREAS, the Police Chief desires to alter the authorized
number of positions by adding one Captain, one Lieutenant, and four
sergeant positions without altering the budget of the Department;
and
WHEREAS, the specification and authorization of these positions
is a necessity; NOW THEREFORE,

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That the following positions are the only positions authorized
in the City of Fort Worth Police Department except as otherwise
provided by this ordinance, for the remainder of the Fiscal Year
1987-1988:
Police Officers 611
Corporal/Detectives 168
Sergeants 99
Lieutenants 43
Captains 13

SECTION 2.
That effective April 1, 1988 the following positions are the
only positions authorized in the City of Fort Worth Police
Department for the remainder of the Fiscal Year 1987-1988:
Police Officers 651
Corporal/Detectives 172
Sergeants 106
Lieutenants 43
Captains 13
Deputy Chiefs 4

SECTION 3.
This ordinance shall be cumulative of all provisions of ordi-
nances and of the Code of the City of Fort Worth, Texas (1986) , as
amended, except where the provisions of this ordinance are in direct
conflict with the provisions of such ordinances and such Code, in
which event conflicting provisions of such ordinances and such Code
are hereby repealed.

SECTION 4.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitu-
tional by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 5.
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll this ordinance by copying the caption and
effective date in the minutes of the City Council and by filing the
ordinance in the ordinance records of the City.
SECTION 6.
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

Recommendation
It is recommended that the City Council approve the attached ordinance .
1) Increasing the Police Department's authorized strength effective February
16, 1988 to add one captain, one lieutenant and four sergeant positions by
adopting an ordinance specifying the authorized positions in the Police
Department, and
2) Increasing the Police Department's

The Police Department's 1987-88 adopted budget included 932 authorized civil
service positions beginning October 1, 1987.
Since the budget was adopted, one captain suffered a heart attack and will be
off work indefinitely. Another authorized captain position is required until
he returns to work or retires, increasing the total number of authorized
captain positions to thirteen. The authorized strength will be reduced back to
twelve when the captain returns to work or retires.
The 1987-88 adopted budget reduced the number of authorized lieutenant
positions from the 1986-87 level by civilianizing the Auto Pound lieutenant
position. Presently, the civilianization plan is under development and an
authorized lieutenant position is required until the plan is finalized. The
adopted budget also reduced four sergeants in the Records and Identification
section intending to civilianize in that operation will extend beyond this
fiscal year Consequently, an additional four sergeant positions are needed
until civilianization occurs.
All the positions are currently carried as overage positions and funds were
budgeted to cover the additional salary costs. The authorized strength needs
to be increased by a total of six positions until the civilianization and
retirement issues are resolved. All of those issued may not be resolved in the
current fiscal year.
The 1987-88 adopted budget also authorized additional civil service positions
to begin in mid-year. These are 40 officers and 4 sergeants for Patrol and 3
sergeants and 4 corporal/detectives for the Auto Theft Unit. As of April 1,
1988 the civil service authorized strength will increase by those amounts.
Below is a summary of the changes.

The adopted budget originally authorized civil service positions effective
April 1, 1988. The increase of six positions is directly related to the
problems associated with implementation of the civilianization program
described above.
