AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS IN THE TEMPORARY LABOR FUND, FUND 17,
ACCOUNT 14-00-00, OF THE CITY OF FORT WORTH FOR FISCAL YEAR 1988 BY $50,000 00 AND
APPROPRIATING SAID AMOUNT TO THE TEMPORARY LABOR FUND, PERSONNEL DEPARTMENT, ACCOUNT
NO 14-00-00, FOR THE PURPOSE OF PROVIDING TEMPORARY LABOR SERVICES TO VARIOUS CITY
DEPARTMENTS, PROVIDING FOR A SEVERABII,ITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR
ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the
Fiscal Year 1987-88 and in the Budget of the City Manager, there shall also be increased
estimated receipts by $50,000 00 in the Temporary Labor Fund, Fund 17, Account 14-00-00,
thereby increasing estimated receipts in the Temporary Labor Fund, Fund 17 and
appropriations of $50,000 from the Temporary Labor Fund, to the Personnel Department,
Account No 14-00-00 for the purpose of providing temporary labor services to various city
departments
SECTION 2
Should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision,
opinion or judgement shall in no way impair the remaining portions, sections, or parts of
sections of this ordinance, which said remaining provisions shall be and remain in full
force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 9926 and all other
ordinances and appropriations amending the same except in those instances where the
provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and
appropriations are hereby expressly repealed.
SECTION 4.
The City Secretary of the City of Fort Worth is hereby directed to engross and enroll
this ordinance by copying the caption and effective date into the minutes of the City
Council and by filing 'this ordinance in the ordinance records of the City of Fort Worth.
SECTION 5
This ordinance shall take effect and be in full force and effect from and after the
date of its passage, and it is so ordained.

Recommendation -,
It is recommended that the City Council
1) Increase the estimated receipts by $50,Of00 in the Temporary Labor Fund
17, Index Code 087072, Charges for Temporary Services ($41,000); and
087080 Temporary Services Revenue ($9,000}
2) Adopt the attached supplemental appropriation ordinance increasing
appropriations to the Temporary Labor Fund budget by appropriating
$50,000 from increased Estimated Receipts to Temporary Labor Fund 17,
Account 14-00-00, and
3) Authorize that the $50,000 be used to provide temporary labor services
to various city departments
Discussion
The Temporary Labor Fund was established October 1, 1987, as a means of
providing low cost, temporary, clerical support to City departments The
intent was to provide this service in-house rather than contracting with
an outside agency as was done in the past, and to do so at a reduced cost.
At this time, the number of temporaries paid from the temporary fund has
exceeded the estimates for the first year's operation, and, therefore, a
supplemental appropriation of $50,000 is required. Revenue is generated in
the fund by charging user departments at 20% mark up for temporary services.
The program has been very successful, and it is anticipated that at the end
of the first year's operation the fund will retain earnings of approximately
$60,000.
Financing
Upon approval and completion of Recommendation No. 2, sufficient funds will
be available in Temporary Labor Fund 17, Account 14-00-00. Expenditures will
be charged to Index Code 271726, Extra Help.
