AN ORDINANCE SPECIFYING THE AUTHORIZED POSITIONS IN THE
POLICE DEPARTMENT AND ADDING THREE POSITIONS IN THE POLICE
DEPARTMENT, PROVIDING THAT THIS ORDINANCE SHALL BE CUMULA-
TIVE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR
ENGROSSMENT AND ENROLLMENT OF THIS ORDINANCE; PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
WHEREAS, the Police Chief has .requested the City Council to
specify and authorize the number of positions in the Police
Department for the 1987-88 Fiscal Year, and
WHEREAS, with the passage of Ordinance 9926, the authorized
number of positions in the Police Department was established as 932,
with authorized staffing levels of 611 Police officers, 168
Corporal/Detectives, 95 Sergeants, 42 Lieutenants, 12 Captains and 4
Deputy Chiefs; and
WHEREAS, with the passage of Ordinance 9926, the authorized
number of positions in the Police Department effective April 1,
1988 was established as 983, with authorized staffing levels of 651
Police Officers, 172 Corporal/Detectives, 106 Sergeants, 42
Lieutenants, 12 Captains and 4 Deputy Chiefs; and
WHEREAS, with the passage of Ordinance 10063, the authorized
number of positions in the Police Department effective February 16,
1988 was established as 938, with authorized staffing levels of 611
Police Officers, 168 Corporal/Detectives, 99 Sergeants, 43
Lieutenants, 13 Captains and 4 Deputy Chiefs and the number of
positions in the Police Department effective April 1, 1988 was
established as 989, with authorized staffing levels of 651 Police
officers, 172 Corporal/Detectives, 106 Sergeants, 43 Lieutenants, 13
Captains and 4 Deputy Chiefs, and
WHEREAS, the Police Chief desires to alter the authorized
number of positions by adding three sergeant positions without
altering the budget of the Department; and
WHEREAS, the specification and authorization of these positions
is a necessity; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That effective March 26, 1988 the following positions are the
only positions authorized in the City of Fort Worth Police
Department except as otherwise provided by this ordinance, for the
remainder of the Fiscal Year 1987-1988:
Police Officers 611
Corporal/Detectives 168
Sergeants 102
Lieutenants 43
Captains 13
Deputy Chiefs 4

SECTION 1.
That effective April 1, 1988 the following positions are the
only positions authorized in the City of Fort Worth Police
Department for the remainder of the Fiscal Year 1987-1988:

Deputy Chiefs 4

SECTION 3.
This ordinance shall be cumulative of all provisions of ordi-
nances and of the Code of the City of Fort Worth, Texas (1986) , as
amended, except where the provisions of this ordinance are in direct
conflict with the provisions of such ordinances and such Code, in
which event conflicting provisions of such ordinances and such Code
are hereby repealed.
SECTION 4.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitu-
tional by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 5.
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll this ordinance by copying the caption and

effective date in the minutes of the City Council and by filing the
ordinance in the ordinance records of the City.
SECTION 6.
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

It is recommended that the City Council adjust the Police Department's auth-
orized strength by changing the effective date of three additional sergeant
positions from April 1, 1988 to March 26, 1988.
Discussion
On February 16, 1988, the City Council approved M&C G-7456 raising the Police
Department's authorized strength to 989 effective April 1, 1988. Included in
th i s total were an additional forty officers and four sergeants for Patrol and
three sergeants and four corporal/detectives for the Auto Theft.
The Auto Theft Unit, scheduled to begin on April 1, 1988, requires three
sergeants to begin operations. Since the current sergeant's eligibility list
expires on March 29, 1988, the department would need to wait more than a month
before another sergeant's test can be administered and a new eligibility list
finalized. Therefore, the authorized strength should be raised by three
sergeant positions effective March 26, 1988 to enable the Auto Theft Unit to
begin operations without leaving sergeant vacancies in other divisiops.
Adjusting the effective date 'for sergeants will not be necessary in Patrol
because the upcoming training class has been delayed until June, and the
current class will not work solo until later in the fiscal year.
Adjusting the effective date of these positions will also further the
department's affirmative action plan that includes promoting minorities and
women to responsible positions. Two of the three candidates are female.
The new civil service authorized strength on March 26, 1988 will be 941 sworn
positions. On April 1, 1988 the authorized strength will be 989 as approved by
the City Council on February 16, 1988. The following table summarizes the
adjustments in authorized strength.

Financing
The only additional costs will be the difference between the three employees'
current salaries and their new salaries after promotion. The minimal cost of
six days at the higher salaries will be absorbed in the Criminal Investigations
Division, Account No. 35-41-00.
