ORDINANCE N O ~(/~~~
AN ORDINANCE INCREASING THE APPROPRIATIONS IN THE WATER AND SEWER FUND,
FUND 45, OF THE CITY OF FORT WORTH FOR FISCAL YEAR 1988 BY $61,652 B Y
APPROPRIATING FROM THE WATER AND SEWER RETAINED EARNINGS THE FOLLOWING
AMOUNTS HOLLY PLANT, ACCOUNT 60-50-02, $12,000, LABORATORY SERVICE,
ACCOUNT 60-30-O1, $6,687, AND LABORATORY SERVICES, ACCOUNT 70-30-01, $42,965,
FOR THE PURPOSE OF FUNDING ADIAGNOSTIC/FEASIBII.,ITY STUDY OF LAKE WORTH,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE
DATE.
B E IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City
departments for the Fiscal Year 1987-88 and in the Budget of the City Manager,
there shall also be increased appropriations in the Water and Sewer Fund,
Fund 45 of $61,652, by appropriating from the Retained Earnings of the Water
and Sewer Fund the following amounts $12,000 to Holly Plant, Account 60-50-
02, $6,687 to Laboratory Service, Account 60-30-01, and $42,965 to Laboratory
Services, Account 70-30-01 for the purpose of funding a Diagnostic/Feasibility
Study of Lake Worth
SECTION 2
Should any portion, section or part of a section of this ordinance be
declared invalid, inoperative or void for any reason by a court of competent
jurisdiction, such decision, opinion or judgement shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 9926 and all
other ordinances and appropriations amending the same except in those
instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly
repealed
SECTION 4
The City Secretary of the City of Fort Worth is hereby directed to engross
and enroll this ordinance by copying the caption and effective date into the
minutes of the City Council and by filing this ordinance in the ordinance
records of the City of Fort Worth.

This ordinance shall take effect and be in full force and effect from and
after the date of its passage, and it is so ordained.

Recommendation
It is recommended that the City Counci l
1) Authorize the City Manager to enter into an agreement with the Corps of
Engineers to perform a Diagnostic/Feasibility Study of Lake Worth for a
sum' not to exceed $135,700, and
2) Adopt a $61,652 supplemental appropriation ordinance in the Water and
Sewer Operating Fund 45 This will increase appropriation in Section
60-50-02, Holly Plant, in the amount of $12,000, in Section 60-30-01,
Laboratory Service, in the amount of $6,687, in Section 70-30-01,
Laboratory Services, in the amount of $42,965, and decrease Water and
Sewer Retained Earnings in a same amount.
Discussion
The City of Fort Worth applied for, was offered and accepted planning grant
funds for Lake Worth as authorized in M&C G-7058 dated May 7, 1987. At that
time it was proposed to secure the services of a consulting engineering firm to
prepare a planning report. In subsequent meetings with the Corps• of Engineers,
it has been determined that they could perform such a planning study under
their Support for Others program. Since the Corps has expertise in lake
management and dredging, it would be beneficial to secure their services to
conduct the required planning study for Lake Worth. The Corps' Planning
Division staff has indicated that they could perform the study for the amount
of funds previously authorized. This money must be paid to the Corps before
work can begin. V
The agreement with the Corps requires the City to perform required sampling and
analyses for the study which is scheduled to begin in May, 1988. In order to
obtain samples, a boat will need to be purchased from which to obtain water and
sediment core samples. The Production Division had planned to include a
sampling boat in their 1988-89 budget request for the water quality monitoring
program. To meet the needs of the water quality monitoring program and Lake
Worth study, a boat, motor and trailer would be purchased this fiscal year, for
an amount not to exceed $12,000.
Analytical work will be performed by the Water Department Laboratory Division.
The estimated cost of sampling equipment, sampling and analytical work is
$36,278. The laboratory also will be required to have a separate position for
quality assurance in sampling and analytical work. A Chemist II would be hired
to fill an overage position at an annual salary of $28,740. The FY 1987-88
cost will be $13,370. This position would provide a quality assurance for all
sampling and analysis programs conducted by the laboratory.

Financing
Financing for a portion of this study was previously approved on May 7, 1987
(M&C G-7058). A $100,000 grant was accepted from the Texas Water Commission,
of which $5,000 will be paid by the Commission for administrative costs. A
local match share of $43,000 was identified in the previous action.
To enter into this agreement, a supplemental appropriation ord finance in the
amount of $61,652 must be adopted in the Water and Sewer Oper-ating Fund 45.
This will increase appropriation in Section 60-50-02, Holly Plant, in the
amount of $12,000, in Section 60-30-01, Laboratory Service, in the amount of a
$6,687, in Section 70-30-01, Laboratory Services, in the amount of $42,965 and
a decrease in Retained Earnings of the same amount. The expenditures will be
made as follows

The Water and Sewer combined retained earnings will be $206,928.,446 after this
appropriation ordinance.
The cost of sampling and analytical work and sampling equipment to be perkformed
and purchased by the Production and Laboratory Divisions of the Water
Department was not included in this year's budget. Since the work would begin
in May of this year, a supplemental appropriation will be required to cover the
above identified expenses totaling $61,652.
