O~ 1~ 3 AN ORDINANCE RECOGNIZING ESTIMATED REVENUE OF $794,176 ACCRUING TO SPECIAL REVENUE FUND, FUND 87, FORT WORTH IMPROVEMENT DISTRICT N0. 1, OF THE CITY OF FORT WORTH FOR THE FISCAL YEAR 1988 AND APPROPRIATING SAID REVENUE IN SPECIAL REVENUE FUND N0. 87 FOR THE PURPOSE OF FUNDING THE PROJECT AS DESCRIBED IN THE PLAN OF SERVICES FOR THE FORT WORTH IMPROVEMENT DISTRICT N0. 1; PROVIDING FOR A SEVERA- BILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for the Fiscal Year 1988-89 and in the Budget of the City Manager, there shall also be recognized estimated revenue of $794,176 accruing to Special Revenue Fund, Fund 87 Fort Worth Improvement District No. 1, and appropriating said amount in Special Revenue Fund No. 87 for the purpose of funding the project as described in the Plan of Services for the Fort Worth Improvement District No. 1 approved by the City Council on August 30, 1988. SECTION 2. Should any portion, section or part of a section of this ordi- nance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. TT it SECTION 3. That this ordinance shall be cumulative of Ordinance No. 10151 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing the ordinance in the ordinance records of the City of Fort Worth. SECTION 5. This ordinance shall take effect and be in full force and effect from and after its passage, and it is so ordained. APPROVED AS TO FORM AND LEGALITY: C~. No 80-20-32, to Special Assessment District Fund 87, Project No 100089-00, Fort Worth Improvement District No 1 DISCUSSION'. The Budget and Plan of Services for fiscal year 1988-89 of the Fort Worth Improvement District No 1 ("District") was approved by the City Council on August 30, 1988, and represents a continuation of the services and improvements provided during the first and second year of the District State Statute requires cities which have improvement districts to pay their share of assessments for city-owned land in the district. The city Budget for FY '88-'89, Non-Departmental Account No 90-58-00 has $85,000 designated for this purpose , Recommendation 3 provides for the transfer of $22,000 from City Services and the $38,000 from the Park and Recommendation Depari;ment for services provided by Downtown Fort Worth, Inc which were previou>ly provided by City forces. They consist of sidewalk cleaning and maintenance of planter boxes along Houston, Main and Throckmorton Streets as well as the plant containers on 10th Street at Throckmorton adjacent to the Municipal Complex.
