s --~: ' ORDINANCE NO 1~~~ AN ORDINANCE INCREASING THE APPROPRIATIONS IN THE GENERAL FUND, FUND O1, CITY SERVICES DEPARTMENT, CODE ENFORCEMENT DIVISION, ACCOUNT 21-40-02, OF THE CITY OF FORT WORTH FOR FISCAL YEAR 1988 8Y $185,060 BY APPROPRIATING THERETO SAID AMOUNT FROM THE UNRESERVED, UNDESIGNATED FUND BALANCE OF THE GENERAL FUND FOR THE PURPOSE OF FUNDING THE CONTINUATION OF ABATEMENT ACTIVITIES, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. B E IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1987-88 and in the Budget of the City Manager, there shall also be increased appropriations in the General Fund, Fund O1, City Services Department, Code Enforcement Division, Account 21-40-02, of $185,060 for the purpose of funding the continuation of abatement activities SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 9926 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth. .a ~. _ ~~~'~ ~s SECTION 5 This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. Discussion The City Council approved funding in the amount of $200,359 in the FY 1987/88 budget for cutting weeds, demolition of substandard houses, securing of vacant structures, and nuisance abatement by the Code Enforcement Division. This amount was $222,265 less than the 198618'7 level of funding for the same activities. Balance $ 77,305 Add. Funds Required $ 185,060 The primary difference between the situation this year from previous years is in the area of housing. There is more property that is becoming vacant. This is evidenced by the Fire Department's increased involvement with fires in vacant and unsecured structures. It is also evidenced by the number of pieces of property which the City is acquiring for delinquent property taxes. A recent inspection of nine such properties revealed that seven had structures which had deteriorated to the point where it was recommended that they be demolished. Financing A supplemental appropria tion ordinance will be necessary, reducing the General Fund, Undesignated Fund Balance and increasing appropriations in General Fund O1, City Services, Code Enforcement, Account No. 21-40-02, Index Code 224964, by $185,060.
