ORDINANCE NO ~~~~~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS IN THE GENERAL FUND, FUND O1, OF THE CITY OF FORT WORTH FOR FISCAL- YEAR 1988 BY $7,326 AND APPROPRIATING SAID AMOUNT TO THE PERSONNEL DEPARTMENT, ACCOUNT 14-10-00, FOR THE PURPOSE OF FUNDING THE PURCHASE OF TWO NEW COMPUTERS FOR THE PERSONNEL COMPENSATION DIVISION, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1987-88 and in the Budget of the City Manager, there shall also be increased estimated receipts in the General Fund, Fund O1 of and $7326 increased appropriations in the Personnel Department, , Compensation Division, Account 14-10-00, for the purpose of funding the purchase of tw o new computers SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No 9926 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4. The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth. i, "' _ ;~ SECTION 5. U 14~~ (~iV U IL (L~L/~tL (Lo~ lAf.1~TL•R A©Mli~F133RA7iUfd 3 U {;0~1TE ~ REFERENCE I SUBJECT SUPPLEMENTAL APPROPRIATION I PAGE NUMBER 4!5188 **G-7519 FOR PERSONNEL- DEPARTMENT FUND 14-10-00 lof 2 Recommendation It is recommended that the City Council 1) Accept payment from FWTA for services rendered to them by the City's Personnel Department thereby increasing estimated receipts to the General Fund O1, in the amount of $7,326, and 2) Adopt the attached supplemental appropriations in the General Fund the amount of $7,326 appropriation ordinance increasing O1, Personnel, Account No. 14-10-00, in fliccue~inn During 1986, the Fort Worth Transportation Authority (FWTA) began an internal audit of its management strategies. As a result, the overall management structure experienced mod~ficat~ons and several positions were created or had revised responsibilities. FWTA determined that new or revised job descriptions should be developed that address the actual duties of all positions. FWTA did not have an internal capability to perform this study and decided to retain an outside consultant to perform this task. Further review of the proposed task indicated that the estimated cost of-a private sector consultant would exceed available funds. During a subsequent conversation between Transportation and Public Works and Personnel representatives, it was noted that the Compensation Division of Personnel had the necessary skills and experience to perform the proposed study In December, 1986, the Personnel Department was requested to submit a proposal for conducting the study. A proposal was prepared by the Compensation Division and submitted in February, 1987 The proposal was accepted by FWTA and a contract to perform the study was issued February 27, 1987. The total contract price was $7,326 The study was satisfactorily completed and FWTA payment in the amount of $7,326 was deposited in the General Fund Revenue Account, Index Code 081034. The Compensation Division of Personnel currently has one microcomputer which is six years old and severely limited with relation to currently available software and hardware capability Personnel intends to use the available funds to purchase two new computers with larger capacities and advanced software capability. This wil l result ~n an increase in appropriations in General Fund O1, Personnel Department, Account No. 14-10-00. Expenditures will be made from Index Code 223537.
