AN ORDINANCE MAKING CERTAIN FINDINGS: PROVIDING FOR THE EXTENSION OF CERTAIN BOUNDARY LIMITS OF
THE CITY OF FORT WORTH, TEXAS, AND THE ANNEXATION OF CERTAIN TERRITORY CONSISTING OF 350.26 ACRES
OF LAND, WHICH SAID TERRITORY LIES ADJACENT TO AND ADJOINS THE PRESENT BOUNDARY LIMITS OF THE CITY
OF FORT WORTH, TEXAS: AND NAMING AN EFFECTIVE DATE.
WHEREAS, a public hearing before the City Council of the City of Fort Worth, Texas, wherein all
interested persons were provided with an opportunity to be heard on the proposed annexation of
the following described territory:
SITUATED in Tarrant County, Texas, and being a tract or parcel
of land out of the James W. Williams Survey, Abst. #1599,
W. W. Wheat Survey, Abstract #1646, N. B. Risk Survey, Abstract
#1882, and the J. M. B. Smith Survey, Abstract #14129 situated
in Tarrant County, Texas and described by metes and bounds as
follows:
BEGINNING at an iron in the North line of said N. B. Risk Survey,
said iron being at the Southeast corner of Block 139, Wedgwood
Addition to the City of Fort Worth according to the plat recorded
in Vol . 388-39, page 62, Deed Records, Tarrant County, Texas,
said iron being in the West line of Hulen Street and in the South
line of the present Fort Worth City Limits line;
THENCE South 89 degrees 40 minutes West along the North line of
said Risk Survey and along the South line of said Block 139 and
along said City limits line a distance of 560.0 feet to a point
for corner;
THENCE South 0 degrees 07 minutes East 1100 feet to a point for
corner;
THENCE North 89 degrees 40 minutes East 560 feet to a point for
corner in the proposed projection of the West line of said Hulen
Street;
THENCE South 0 degrees 07 minutes East along the West line of the
proposed projection of Hulen Street, if extended, 1226.2 feet to
a point for corner;
THENCE North 89 degrees 42 minutes 30 seconds East 6251 .2 feet
to a point for corner;
THENCE North 0 degrees 07 minutes West 2371 .2 feet to a point for
corner in the South line of said City limits of Fort Worth;
THENCE South 83 degrees 27 minutes East 1202.7 feet to a point
for corner;
THENCE North 0 degrees 07 minutes West 144.1 feet to a point for
corner, said point being in said Fort Worth City limit line;
THENCE South 89 degrees 40 minutes East along the South line of
said City limit line 1194 feet to the point of beginning and con-
taining 350.26 acres of land, more or less.
was held at the City Council Chamber in the City Hall of Fort Worth, Texas on the 14th day of
February, 1966 which date is not more than twenty nor less than ten days prior to the insti-
tution of annexation proceedings; and
WHEREAS, notice of such public hearing was published in a newspaper having general circulation
in the City of Fort Worth, Texas and in the above described territory on the 1st day of February,
1966 which date is not more than twenty nor less than ten days prior to the date of such public
hearing; and
WHEREAS, the population of the City of Fort Worth, Texas is 3919000 inhabitants; and
WHEREAS, the above described territory lies within the extraterritorial jurisdiction of the City
of Fort Worth, Texas; and
WHEREAS, the territory above described lies adjacent to and adjoins the City of Fort Worth, Texas;
and
WHEREAS, the territory above described contains 350.26 acres; and
WHEREAS, a petition has been signed by the owners of all of the land in the above described terri-
tory requesting the annexation of such territory by the City of Fort Worth, Texas and such petition
has been filed with the City Council ; now therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
The following described land and territory lying adjacent to and adjoining the City of Fort Worth,
Texas is hereby added and annexed to the City of Fort Worth, Texas and said territory hereinafter
described shall hereafter be included within the boundary limits of the City of Fort Worth, Texas
and the present boundary limits of said city, at the various points contiguous to the area herein-
after described, are altered and amended so as to include said area within the corporate limits of
the City of Fort Worth, Texas, to wit:
SITUATED in Tarrant County, Texas, and being a tract or parcel
of land out of the James W. Williams Survey, Abst. #1599,
W. W. Wheat Survey, Abstract #1646, N. B. Risk Survey, Abstract
#1882, and the J. M. B. Smith Survey, Abstract #1412, situated
in Tarrant County, Texas and described by metes and bounds as
follows:

said iron being at the Southeast corner of Block 1399 Wedgwood
Addition to the City of Fort Worth according to the plat recorded
in Vol. 388-39, page 62, Deed Records, Tarrant County, Texas

line of the present Fort Worth City Limits line;
THENCE South 89 degrees 40 minutes West along the North line of
said Risk Survey and along the South line of said Block 139 and

THENCE South 0 degrees 07 minutes East 1100 feet to a point for
corner;
THENCE North 89 degrees 40 minutes East 560 feet to a point for

proposed projection of Hulen Street, if extended, 1226.2 feet to
a point for corner;
THENCE North 89 degrees 42 minutes 30 seconds East 6251.2 feet

THENCE North 0 degrees 07 minutes West 2371.2 feet to a point for
corner in the South line of said City limits of Fort Worth;
THENCE South 83 degrees 27 minutes East 1202.7 feet to a point
for corner;
THENCE North 0 degrees 07 minutes West 144.1 feet to a point for
corner, said point being in said Fort Worth City limit line;
THENCE South 89 degrees 40 minutes East along the South line of
said City limit line 1194 feet to the point of beginning and con-
taining 350.26 acres of land, more or less.
SECTION 2.
The above described territory and the area annexed shall be a part of the City of Fort;Worth,
Texas, and;the property so added hereby shall bear its pro rata part of the taxes levied by the
City of Fort Worth, Texas, and the inhabitants thereof shall be entitled to all of the rights
and privileges of all the citizens and shall be bound by the acts, ordinances, resolutions and
regulations of the City of Fort Worth, Texas.
SECTION 3.
That this ordinance shall and does hereby amend every prior ordinance in conflict herewith, but
as to all other ordinances or sections of ordinances not in direct conflict herewith this ordi-
nance shall be and is hereby made cumulative.
SECTION 4.
If any section, subsection, clause, sentence, phrase, or word of this ordinance is for any reason
held void or unconstitutional by a court of competent jurisdiction, such invalidity shall not
affect the validity of the remaining sections, subsections, clauses, sentences, phrases, or
words, except as the same are inseparable from and indispensable to the remaining portions of
the ordinance.
SECTION 5.
This ordinance shall be in full force and effect from and after the date of its passage on first
reading and publication and its passage on second reading as provided for in Section 40 of
Chapter XXVIII of the Charter of the City of Fort Worth and it is so ordained.

Wedgwood Addition
Clayton McGilvay, Controller of The Essex Company, authorized representative of
the owners and developers of a portion of the Wedgwood Addition, has requested
that the City of Fort Worth annex and make municipal facilities and services
available to a 350.26 acre tract in the Wedgwood Addition as shown in red on
the attached map. The request has been reviewed by City Departments and their
findings have been reviewed by the City Plan Commission, which recommends annex-
ation of the 350.26 acre tract as requested. This communication discusses the
availability of municipal facilities and services, the distribution of costs of
development and the feasibility of development within the City of Fort Worth.
Nature of Development
The Essex Company owns approximately 1,000 acres adjacent to the southwestern
boundary of the City of Fort Worth, of which ownership it has been requested
that a tract of 350.26 acres be annexed at this time. The owner has indicated
that development of the 350.26 acre tract is planned in the next three years,
including a total of approximately 860 homes with an average lot size of 9,600
square feet and an average sale price of $20,000 for the lot and improvements .
Review of Subdivision Plat and Zoning
Preliminary review of overall subdivision development as proposed by The Essex
Company was made by the City Plan Commission in November of 1965; however, the
final plat of the area has not yet been approved. An initial review of proposed
zoning of portions of the property has also been made by the Zoning Commission.
Formal hearings on recommended zoning will be scheduled following annexation.
Cost of Water and Sewer
Major trunk line sewer and water facilities have been installed in prior years,
largely at City expense, in the vicinity of the tract for which annexation is
requested. A 24 inch water line extends from the end of Hulen Street to the
Armstrong Water Reservoir southwest of the tract and the Russom Ranch Reservoir
is located just north of the tract. There is sufficient water capacity at this
time to serve the area proposed for annexation. There is an existing 24 inch
sanitary sewer in the Western Trails Addition east and north of the subject
tract which will serve the needs of the proposed development. Extension of
approach mains to the development and smaller water and sewer lateral mains
for which the developer will pay 75 per cent of the cost and the City will pay
25 per cent have been estimated to cost a total of $602,000 for the 350 acres,
of which amount the developer will pay $451,500 and the City $150,500.
Streets, Street Lights and Drainage
Because the subdivision plat is still under review, the exact location and con-
figuration of streets and thoroughfares in the tract is not known at this time.
Storm drainage costs will also be determined by actual street, drainage and com-
mercial configurations in the area. Information available from engineering con-
sultants of the developer indicate, however, that residential I street costs in. f'
the area, which will be the full responsibility of the developer, are expected
to be about $700,000. The City will participate in the cost f thoroughfa ,

development and oversize drainage facilities in accordance with standard poli-
cies at such time as the locations are designated and the developer executed ap-
propriate contracts for the installation of community facilities .
A preliminary estimate of street lighting costs indicates that residential light-
ing which is paid by the developer, will cost approximately $32,175, whereas
arterial lighting costing $17,200 would be shared $8,375 by the developer and
$8,825 by the City.
Waste Disposal, Fire and Police Services
Municipal services including fire, police and waste disposal can be extended to
the area proposed for annexation from adjacent areas now within the city. Waste
disposal routes can be extended from the Wedgwood Addition. Fire service can be
provided from an existing station at 4615 Wabash and will be augmented in the
future by the scheduled construction of a station in the vicinity of Hulen
Street at Granbury Road. Other existing stations provide secondary response.
Police protection can be provided by extension of radio patrol districts into
the area. As this and other large scale development proceeds in Fort Worth, it
will be necessary to expand City work forces to meet recurring service demands.
Need for Annexation
The .Cia y Plan Commission reviewed and approved the annexation request in accord-
ance with the policy governing "Review of Annexation and De-Annexation Requests"
and recommends that the area be annexed as requested by the property owners.
Construction of homes on land in the Wedgwood Addition within the city limits
i progressing rapidly and there is a need for additional lots upon which to
b ild. By annexing the area, construction of community facilities meeting City
s andard.s can be assured. The area proposed for annexation is contiguous to
e isting city limits and would be an orderly extension of the City's boundaries.
In recognition of the City's obligation to provide adequate municipal services
and facilities in the areas under its jurisdiction and to protect the urba�a.rea
from erratic expansion which could have an adverse effect upon ultimate,gph �
and progress of Fort Worth, it is proposed that the 350.26 acre tract e a9,exed
as requested by The Essex Company.
_Summar
Because of the availability and feasibility of extending municipal sere+°d�
this area., and based upon the request of the property owner for annexation, , J'
which action has been reviewed and recommended by the City Plan Commission, it
is recommended:
1) That a hearing be set on the requested annexation; and,
2) That the administrative staff be instructed to prepare necessary
descriptions and annexation ordinances for final City Council
action after the hearing and other necessary legal steps have
been taken.
