Ratify the application for and authorize the acceptance of,if awarded,the Fiscal Year 2016 Coverdell Forensic Sciences Improvement Grant from the State of Texas, Office of the Governor, Criminal Justice Division in the amount of$36,156.00; 2. Authorize the execution of an Agreement with the State of Texas, Office of the Governor, Criminal Justice Division for the Coverdell Forensic Sciences Improvement Grant; 3. Adopt the attached resolution for acceptance of grant funds in the amount of$36,156.00 and to make assurances, as required by the State of Texas, Office of the Governor, Criminal Justice Division; and 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount of $36,156.00, upon receipt of the grant. DISCUSSION: The Criminal Justice Division(CJD) of the Texas Governor's Office provides funding for state agencies and local governments throughout the State under the Coverdell Forensic Science Improvement Grant Program. The purpose of the program is to improve the quality and timeliness of forensic science to aid in the overall reduction in the backlog of non—DNA evidence. The Fort Worth Police Department(FWPD)is requesting funding under the CJD Fiscal Year 2016 Coverdell Forensic Science Improvement Grant in the amount of$36,156.00 for Crime Lab equipment. The grant funds will be used to purchase a digital camera,multi—wavelength photographic ring light, digital imaging system, specialized fuming cabinet and heat chamber(Ninhydrin Chamber) and OMNIC software upgrade licenses. The purchase of each piece of equipment will aid in achieving the program objectives by improving casework flow, enhancing the quality of images through increased resolutions and improving process times for forensic evidence. The warranties and useful lives for the equipment range from 5 years to 20 years.When the equipment reaches the end of either its warranty or useful life,FWPD will evaluate the permissible and available options for replacing the equipment. While FWPD's priorities are based on crime trends and available technology,in Fiscal Year 2020, FWPD will evaluate funding options based on the permissible and available sources. Indirect costs are not eligible under this grant.No matching funds are required under this grant. The grant requires the City to adopt a resolution to provide assurances that funds will be returned to the CID in full, in the event of loss or misuse of CJD grant funds and to designate the official authorized to accept,reject or alter the grant.
