AN ORDINANCE APPROPRIATING REVENUE OF` CITY OF
FORT WORTH OF AN ADDITIONAL $53 , 350 FROM THE
FUND BALANCE OF THE GENER_ 11 FUND TO ACCOUNT
NO. 80-30-60 FOR THE PURPOSE OF PROVIDING A
RECREATION CENTER AT THE OLD THOMi,%S PLACE
SCHOOL, PROVIDING FUNDS FOR THE PERIOD O
MARCH THROUGH SEPTEMBER 1980; PROVIDING .FOR
A SEVERABILITY CLAUSE; MA.KING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDI\JA0J.4CES; REPE:QLING
ORDINANCES IN CONFLICT HEREWITH AND APPROVING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITE' OF FORT WORTH,
TEXAS :
SECTION 1 .
That the City Manager of the City of Fort Worth shall
be provided with such revenue as may be secured from various sources
included in Ordinance No . 7951 and in the Budget of. the City Manager,
and in addition thereto there is appropriated $53 , 350 from the Fund
Balance of the General Fund to Account No . 80-30-60 for the purpose
of providing a recreation center at the Old Thomas Place School ,
providing funds for the period of March through September 1930 .
SECTION 2 .
Should any part, porion, section or part of a section
of this ordinance be declared invalid or inoperative or void for any
reason by a court of competent jurisdiction., such decision, opinion
or judgment shall ?.n no way affect the remaining portions , parts ,
sections or parts of sections of this ordinance, which provisions
shall be, remain and continue to be in full force and effect ,
SECTION 3 .
That this ordinance shall be cumulative of Ordinance
No . 7951 , but all other ordinances and appropriations for which
provision has been heretofore made are hereby expressly repealed
if in conflict with the provisions of this ordina7lce.
SECTION 4.
That this ordinance shall take effect and. be in full force
and effect from and after the date of its passage, and it is so
ordained.

Background
The proposed Thomas Plaine Recreation Center would serve a nine square mile
area of Arlington Heights with a population in excess of 24,000 which is
presently not served with either a recreation center or multi-purpose center.
Citizen input at the Open Space Master Plan meetings, the 1978 CTP meetings,
and more recent input from the Arlington Heights Neighborhood Association
indicates that there is a demand for such a facility in this area of the
community.
The proposed recreation center 'would be achieved through the lease of the Old
Thomas Plance School from the Fort Worth Independent School District and its
conversion to a facility which will accommodate activities such as arts,
crafts, music, dancing, gymnastics, exercise, various table games and senior
citizen programs.
The budget below outlineQ costs for the remainder of the 1979-80 budget year
and an estimated budget that would be required for the annual operation of
the Center.

Recommendations
It is recommended that the City Council:
1� Adopt a supplemental appropriation ordinance appropriating $53,350
from the fund balance of the General Fund to Account No. 80-30-60
for the purpose of providing a recreation center at the Old Thomas
Place School, this amount will provide funding for the periof of
March through September,1980°,

Fort qv ,vw��O Independent School District to lease the Old Thomas
Placr School for five years with a five-year Extension option
at an annum.. lease rate of $39600 for the first fie years;

School Site lease Agreement with the Fort Worth Independent
School District t.® include provisions which would permit the 0lty
to co5l struuct a parking area on the Thomas Place Site, and
4. Approve the following bond fund transfer to pay for parking lot
facilities at the Thomas Place Park Site.
