AN ORDINANCE AMENDING CHAPTER 3, 10AIRPORTS AND AIRCRAFT°',
OF THE CODE OF THE CITY OF FORT WORTH, TEXAS (1986), AS
AMENDE D, BY REQUIRING A LICENSE FOR ALL PERMANENT AND
TEMPORARY HELIPORTS WITHIN THE CITY OF FORT WORTH; BY
SETTING FORTH PROCEDURES AND GUIDELINES FOR THE.. ISSUANCE
AND DENIAL OF HELIPORT LICENSES; PROVIDING THAT THIS ORDI-
NANCE SHALL BE CUMULATIVE; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING FOR AN EFFECTIVE DATE.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF FORT WORTH, TEXAS:
SECTION 1.
That Section 3-66 of the Code of the City of. Fort Worth (1986),
as amended, be amended by revising Paragraph (a) thereof to read as
follows:
"(a) No person shall operate any heliport within the
City of Fort Worth without first securing a heliport
license from the City. An application for a heliport
license shall contain, the same information and shall be
subject to the same approval procedure as is required in
Article III of this Chapter."
SECTION 2.
This ordinance shall be cumulative of all provisions of
ordinances and of the Code of the City of Fort Worth, Teras ( 1 964) ,

as amended, except where the provisions of this ordinance are in
direct conflict with the provisions of such ordinances and such
Code, in which event conflicting provisions of such ordinances and
such Code are hereby repealed.
SECTION 3.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of

this ordinance are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitu-
tional by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 4.
This ordinance shall take effect and be in full force and
effect frorn and after its passage, and it is so ordained.

Recommendation
It is recommended that City Council adopt the attached ordinance amending the
City Code to require licensing of heliports in the same manner as other landing
fields.

Section 3-47 of the Code of the City of Fort Worth (1986), requires any person
desiring permission to operate a landing field within the City to file with the
Director of Aviation a written, sworn application for a landing field license.
The section further sets out the procedures which the operator must follow in
order to have the landing field licensed.
Section 3-66 of the Code requires any person desiring permission to operate a
heliport in the City to file an application, however, it does not provide
procedures for issuance of a license.
The proposed amendment provides for the operator of a heliport to meet the same
licensing criteria as that required for any landing field.
At its meeting on July 16, 1987, the Aviation Advisory Board unanimously
recommended adoption by City Council of the amendment to the ordinance.
