ORDINANCE NO . ~ ~ ~~ °`~
AN ORDINANCE APPROPRIA'CING FROM THE SPECIAL GIFT FUND 88
THE SUM OF $8,000, WHICH AMOUNT WILL BE TRANSFERRED TO
GRANT FUND 76, PROJECT N0. 408352-01; FOR THE PURPOSE OF
PROVIDING FUNDING FOR THE SERVICES OF AN HISTORIC PRESERVA-
TION CONSULTANT PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; PRO-
VIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS•
SECT:CON 1.
That in addition to those amounts allocated to the various
City departments and programs for the Fiscal Year 1986-1987 in
Ordinance No 9690 and in the Budget of the City Manager, there
shall also be appropriated from the Special Gift Fund 88, Project
No 221000-00, the sum of $8,1)00, such amount to be transferred
to Grant Fund 76, Project No. 401352-01, for the purpose of pro-
viding funding for the services of an historic preservation con-
sultant.
SECT:LON 2
That this Ordinance sh,~.ll be cumulative of all provisions
of ordinances and of the Code of the City of Fort Worth, Texas
(1986), as amended, except where the provisions of this ordinance
are in direct conflict with the provisions of such ordinances and
such Code, in which event con:Elicting provisions of such ordinances
and such Code are hereby repealed.

It is hereby declared 'to be the ...intention of ,the City
Council that the sections, paragraphs, sentences, clauses and
phrases of this ordinance are severable, and if any phrase,
clause, sentence, paragraph o:r section of this ordinance shall
be declared unconstitutional Eby the valid judgment or decree
of any court of competent jurisdiction, such unconstitutionality
shall not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would
have been enacted by the City Council without the incorporation
in this ordinance of any such unconstitutional phrase, clause,
sentence, paragraph or section
SECTION 4.
The City Secretary of 'the City of Fort Worth is hereby
directed to engross and enroll this ordinance by copying the cap-
tion and Section 1 in the mirnutes of the City Council and by
filing this ordinance in the ordinance records of the City
SECTION 5.
That this ordinance shall take effect and be in full force
and effect from and after its passage, and it is so ordained.

RECOf1P1ENDATIUN
It is recommended that the City Council
1) Accept the donations for $8,000 from the Historic Preservation Council
of Tarrant County, the Southside Preservation League, the Fairmount
Association, the Grand Avenue Neighborhood Association and other
interested individuals. The donation will be deposited into the Special
Gift Fund 88, project 2?_1000-00, Gift Historic Preservation.
2) Transfer the donation frlxn the Special Gift Fund 88, project 221000-00,
Gift Hi s,t,ori c Preservation to Grant Fund 76, project 408352-O1 , Texas
Hi stori caa,_`Y`Commi ssi on Grant .

3) Approve a Supplemental Appropriation in the Grant Fund 76, project
408352-O1, Texas Historical Commission Grant. This will result in an
increase in~'appropriation in Grant Fund 76, project 408352-01, Texas
Historical Commission Grant and an increase in estirrlate receipts in
Grant Fund 76, project 401352-O1, Texas Historical Commission Grant.
4) Accept and appropriate arty future gifts from these yroups as they become
available for completion of National Register nominations.

DISCUSSION
In Play 1987 local groups interested in historic preservation (the Hist oric
Preservation Council for Tarrant County, the Southside Preservation League, the
Fairmount Association and the Grand Avenue Neighborhood Association) were
interested in usiny the Certified Local Government program to finance the
services of a historic preservation consultant to prepare nominations for two
areas of the City, the Southside Hi stori c Distri ct and the Grand Avenue Histori c
District. These groups have committed to raise $8,000.
On July 28, 1987, f1&C C-10431 authorized the City Planager to execute contracts
for historic preservation professional services. These funds will be matched
with existing grant funds from the Texas Hi stori cal Commission and wi 11 he used
t o provide payment for consultant fees.
Indirect costs are not included in this grant because indirect costs are not
allowed by the Texas Historical Commission.
