HomeMy WebLinkAboutOrdinance 9947-- _!; ~ q, "~ ~' f, ORDINANCE N0. ~~~ AN ORDINANCE INCREASING THE APPROPRIATIONS OF THE GENERAL FUND, FUND 01, NON-DEPARTMENTAL ACCOUNT 90-91-00 OF THE CITY OF FORT WORTH FOR THE FISCAL YEAR 1987 BY APPROPRIATING THERETO 8306,300 FROM THE UHDESIGNATED FUND BALANCE OF THE GENERAL FUND; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AHD REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TE%AS: SEGTION 1. That ,in addition to those amounts. allocated to the various City departments for the Fiscal Year 1986-87 and in the Budget of the City Manager, there shall also be increased appropriations in the City of Fort Worth General Fund by appropriating thereto 8306,300 from the undesignated fund balance of the general fund and appropriating said amount to the Non-Departmental account 90-91-00 in the General Fund. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void far any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisians shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 9690 and all other ordinances and appropriations amending the same except in~those instances where the provisions of this ordinance are in direct conflict wih such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth. r ~ ~~ »r SECTION 5. On July 14, 1987 (M&C C-10410), the City Council authorized the City Manager to execute several ernergency contracts and amendments to existing contracts to evaluate, design, construct and inspect work required to repair these defects. This work is presently underway and is approximately 70% complete. Duriny the demolition of the roof beams and surrounding roof elements, additional serious construction defectsbecame evident. Due to the uncovering of these new defects, the fact that sirnil ar construction exists throughout the Municipal Office Building, and that the City will be occupying new space in this building (loading the entire third floor, as well as the remainder of the structure) for the very first time, staff and consultants believe it prudent to perform an analysis of the structural condition of the entire building to determine its true capacity. _ To this end, staff and consultants have developed a comprehensive project which would allow for the complete analysis of this building and provide a detailed report of its findings. The consultant engineer, Pinnacle Consultants, Inc., would be employed to provide the complete project coordination, between DATE REFERENCE SUBJECT AWARD OF CONTRACTS FOR THE PAGE NUMBER STRUCTURAL EVALUATION OF THE MUNICIPAL 2 2 9-1-87 C-10499 of engineers and consultants working out of its own office. The on-site testing will be performed by Southwestern Laboratories, Inc. The total project cost, as proposed by these firms would be split--$156,300 for the engineer and $150,000 for the testing laboratory. However, these are proposed maximum limits for these contracts. Each firm was requested to provide quotations on a unit price basis so that a more limited project scope could be utilized. This limited project would entail approaching the. evaluation and analysis of findings on a statistical sampling basis. Slafficient samples will be taken of suspected trouble lareas and generally throughout the building, that a universal conclusion care be reached about the building's structural condition, without completing the entire study, nor incurring the full expense of the contracts. Should these findings indicate that a broader sample base is necessary, or that there are significant variances between building as-built drawings and as-constructed conditions, the proposed contracts will facilitate expanding the scope of the study without securing amendments to these contracts or impeding the progress of the work. It is hoped that the findings of this analysis will show that generally the nature of the structure is sound. However,"there is a possibility that this evaluation will show that additional repairs will be necessary to other parts of the facility. But again, staff and consultants do not expect these repairs to be of the magnitude that was necessary to the roof structure over the City Council Chambers. FINANCING A supplemental appropriation in the amount of $306, 300 will be necessary to fund these contracts. A transfer to the Municipal Service Improvements Fund 33, Project 004102, Emergency Structural Repairs will then be necessary. 'The General Fund Unreserved, Undesignated Fund Balance will then be $21,329,000 ater this supplemental appropriation.
