ORDINANCE N0.
AN ORDINANCE SPECIFYING THE AUTHORIZED POSITIONS IN THE
POLICE DEPARTMENT AND DELETING ONE POSITION AND CREATING A
NEW POSITION IN THE POLICE DEPARTMENT; PROVIDING THAT THIS
ORDINANCE SHALL BE CUMULATIVE; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING FOR ENGROSSMENT AND ENROLLMENT OF THIS
ORDINANCE; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Police Chief has requested the City Council to
specify and authorize the number of positions in the Police
Department for the 1986-1987 Fiscal Year; and
WHEREAS, with the passage of Ordinance 9690, the authorized
number of positions in the Police Department was established as 943,
with authorized staffing levels of 617 Police Officers, 169
Corporal/Detectives, 104 Sergeants, 37 Lieutenants, 12 Captains and
4 Deputy Chiefs; and
WHEREAS, the Police Chief desires to alter the authorized
number of positions by adding 1 Lieutenant position and deleting one
Police Officer position without altering the budget of the Depart-
ment; and
WHEREAS, the specification and authorization of these positions
is a necessity; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECT ION 1 .
That the following positions are the only positions authorized
in the City of Fort Worth Police Department for the remainder of the
Fiscal Year 1986-1987:

SECT ION 2 .
This ordinance shall be cumulative of all provisions of ordi-
nances and of the Code of the City of Fort Worth, Texas ( 1986) , as
amended, except where the provisions of this ordinance are in direct
conflict with the provisions of such ordinances and such Code, in
which event conflicting provisions of such ordinances and such Code
are hereby repealed.
SECTION 3 .
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitu-
tional by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not affect any of the
this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or section.
SECT ION 4 .
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll this ordinance by copying the caption and
effective date in the minutes of the City Council and by filing the
ordinance in the ordinance records of the City.

SECTION 5 .
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

RECOMMENDATION
It is recommended that the City Council
1) Adjust the Police Department's authorized strength by adding one lieutenant
position and deleting one officer position by adopting an ordinance
specifying the authorized positions i n the Police Department . AdOp~ed prainanCL'
2) Transfer $8,650 in program income earned from restitution payments, sales and
auctions, and refunds and recoveries of drug related cash and equipment t o
the Gneral Fund O1, and
3) Adopt a supplemental appropriation ordinance in the General Fund O1, Police
Department, Special Services Division, Account No. 35-32-00, thereby
increasing appropriations in index code 274001 and increasing estimated
General Fund receipts by $8,650.

BACKGROUND
In September 1985 the City Council approved the creation of the Street Crimes
Unit as proactive group of thirty individuals to deal primarily with drug related
crimes. They joined with existing staff in the Tactical and Intelligence/
Narcotics Units to form the Special Operations Division. The new division has
done an excellent job in responding to the volume and variety of crimes
throughout the City of Fort Worth.
The Police Department has undergone some >ignificant organizational changes since
the Street Crimes Unit was f ormed. Territorial Command, one of the more
prominent changes introduced in recent months, was fully implemented in January
1987. ~ The reorganization of supervision, manpower, and equipment within the
Patrol Division will encourage a stronger sense of commitment to specific
geographical areas and significantly improve police services.
Another key reorganization will be the tranfer of twenty-seven members of the
Street Crimes Unit into the Uniform Services Bureau. Their objectives will
broaden from concentrating on drug activities to providing a visible, flexible
and available resource to assist beat officers in attacking a variety of criminal
activities ranging from drugs to gang violence. The unit will also provide
improved response times to Priority 1 calls throughout the city.

The addition of one lieutenant position will furnish the Street Crimes Unit with
a supervisory position to direct the activities of the twenty-four officers and
three sergeants. The lieutenant will also assume command of the Foot Patrol,
K-9, P1ounted Patrol , and Air Support Units. T.he combination of these groups wi 11
create a specialized team under a single command and improve coordination on
large scale projects such as Operation ALERT.
The Civil Service authorized strength will remain at 943 because the department
will reduce the number of authorized officer positions by one and increase the
number of lietenants by the same number. The net increase in cost for salaries
and vehicle expense will be approximately $8,650 during the remainder of fiscal
year 1986-87. Funds to finance the additional cost will come from the program
income generated by the Police Department's Special Operations Division that i s
currently unbudgeted in the General Fund.
FINANCING
sT uppfemental appropriation in the General Fund O1, Account 35-32-00, Special
Services Division, will be necessary to finance this change increasing the
appropriation in index code 274001 and increasing estimated receipts.
