ORDINANCE NO.. ~/~~
AN ORDINANCE SPECIFYING THE AUTHORIZED POSITIONS IN THE
POLICE DEPARTMENT AND DELETING FIVE POSITIONS AND CREATING
FIVE NEW POSITIONS IN THE POLICE DEPARTMENT; PROVIDING
THAT THIS ORDINANCE SHALL BE CUMULATIVE; PROVIDING A
SEVERABILITY CLAUSE; PROVIDING FOR ENGROSSMENT "AND ENROLL-
MENT OF THIS ORDINANCE; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Police Chief has requested the City Council to
specify and authorize the number of positions in the Police
Department for the 1986-87 Fiscal Year; and
WHEREAS, with the passage of Ordinance 9690, the authorized
number of positions in the Police Department was established as 943,
withA authorized staffing levels of 617 Police Officers, 169
Corporal/Detectives, 104 Sergeants, 37 Lieutenants, 12 Captains and
4 Deputy Chiefs; and
WHEREAS, with the passage of Ordinance 9849, one Lieutenant
position was added and one Police Officer position was deleted,
resulting in authorizing staffing levels of 616 Police Officers, 169
Corporal/Detectives, 104 Sergeants, 38 Lieutenants, 12 Captains and
4 Deputy Chiefs; and
WHEREAS, the Police Chief desires to alter the authorized
number of positions by adding 5 Lieutenant positions and deleting
five Sergeant positions without altering the budget of the
Department; and ~
WHEREAS, the specification and authorization of these positions
is a necessity; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXASo

SECTION 1.
That the following positions are the only positions authorized
in the City of Fort Worth Police Department for the remainder of the
rr^iscal Year 1986-1987:
Police Officers 616
Detectives 169
Sergeants 99
Lieutenants 43
Captains 12
Deputy Chiefs 4
TOTAL 943
SECTION 2.
This ordinance shall be cumulative of all provisions of ordi-
nances and of the Code of the City of Fort Worth, Texas (1986), as
amended, except where the provisions of this ordinance are in direct
conflict with the provisions of such ordinances and such Code, in
which event conflicting provisions of such ordinances and such Code
are hereby repealed.
SECTION 3.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and, if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitu-
tional by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or section.

SECTION 4.
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll this ordinance by copying the caption and
effective date in the minutes of the City Council and by filing the
ordinance in the ordinance records of the City.
SECTION 5.
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ardained.

It is recommended that the City Council

1) adjust the Police Department's authorized strength by adding five lieutenant
positions and deleting five sergeant positions through adopting an ordinance
specifying the authorized positions in the Police Department.
BACKGROUND
The Police Department stands behind a policy of actively promoting affirmative
action. The department has developed a plan t o add five lieutenant positions and
reduce five sergeant positions and promote one Hispanic and one black sergeant to
the lieutenant rank.
The plan calls for adding four lietuenants in the Patrol Division who vrould
replace four administrative sergeants, These positions will directly serve
captains in each division by providing them wiih relief lieutenants. Currently,
each division has three lieutenants or one lieutenant for each shift five days a
week. The department now pays acting pay to sergeants every week on the
lieutenants' two days off. Patrol pays additional acting pay when any lieutenant
takes a vacation. Four new lieutenants will reduce acting pay during vacations
as well as normal work weeks.
The Internal Affairs Division requires another lieutenant's position to supervise
the staff of four sergeants . The new 1 i eutenant wi 11 relieve the captain from
constant review of IAD cases and allow him to devote more time t o other divisions
under his command. The department will delete a serg(~ant's position in Crime
Prevention t o minimize the net cost of an additional lieutenant. Crime
Prevention responsibilities will be combined with Crime Stoppers and supervised
by one sergeant.
FINANCING
The increased annual budgeted cost for these positions ~wi 11 be $1 1 ,065. Acting
pay savings of approximately $6,000 will result from thie new lieutenants in the
Patrol Division. Funds are available in Police Department Account No. 35-31-00
to fund this proposal for the remainder of fiscal yeah 1986-87. Fiscal year
1987-88 costs wi 11 be included i n the Police Department's budget { ,ec~luests ,
