Procedures concerning owner participation in the cost, method and policies determining assessments, street construction standards and methods of payment were explained by Mr. Odell Schmidt to the eight persons attending. The meeting was then opened for a question and answer period. Mr. Ellis, 4324 Wichita Street, owner of S. 50' of N. 100' of Tract 4-B, Jesse Justice Survey, said he was putting in a new driveway and parking area. He asked if the proposed improvements would tie in properly. He was assured that this would be done. Mr, Buster Palmer, 3404 Baylor, owner of Tract 2-F, Jesse Justice Survey asked about when the construction would start and how long the street would be torn up. Mr. Schmidt told him that the work order would be issued soon after July 20, 1970 (Benefit Hearing Date) and that the contractor would have ninety working days to complete the project. Mr. Palmer also asked if the property owners would be obligated to pay for the removal of utilities. He was told that they would not be charged for this. Mr. Jack Reid, 3201 Comanche, owner of Lot A, Block 1, Masonic Home Addition, 2nd Filing, asked if his drive would be the same width and location as now. Mr. Schmidt assured him that it would be the same. Mr. Reid said that he saw no need for side- walks and that he had seen in the paper where they had been deleted by the Council in some instances. Mr. Schmidt read the new sidewalk policy adopted by the Council on April 13, 1970. Mrs. Alma Swint, 3713 Wichita Street, owner of Lot 1, Block 2, Masonic Home Addition, 2nd filing, wanted to know if the concrete steps leading to her home would be replaced. She was assured that the plans indicated that they would be replaced. She said she also objected to the sidewalks. Mr. David Ford, 3204 Grayson, owner of Lot 1, Block 9, Masonic Home Addition, 2nd filing, asked the amount of credit they would get for existing penetration. He was told that the credit was $ .27 per foot. Mr. Leroy Clark, 6709 Robindale, owner of Lot 13, Block 6, Meadowlawn Addition, said he thought the sidewalks were unnecessary as there was no pedestrian traffic in that area. He was told that the reason for sidewalks was to make the street safe for pedestrian traffic and to tie in with existing sidewalks in the area, After a short general discussion the meeting was adjourned.
