APPROPRIATIONS IN THE GRANT OPERATING FUND IN THE AMOUNT OF
$87,475.00 SUBJECT TO RECEIPT OF A GRANT' FROM THE TEXAS COMMISSION
ON ENVIRONMENTAL QUALITY TO FUND RECYCLING INFRASTRUCTURE;
PROVIDING FOR A SEVERABILITY C'LAUSE; MAKING THIS ORDINANCE

SECTION 1.
in addition to those arnounts allocated to the vixious City departmerits for Fiscal Year 2015-2016 in the
Budget of the City Manager, there shall also be increased estirnated receipt's and appropriations in the Grant

Operating Fund in the arnount of $87,475.00 subject to receipt of a gi-ant from the I exas Commission on
Environmental Quality,to tund recycling infrastructw7c.
SEUIJON 2.
Iliat should anypoilion, section or part of a section of this ordinance be declared invalid, inaperative or void for
any reason by a court of competent jUrisdiction, such decision, opinion or judgment shall in no way impair the
rernaining portions, sections, or parts ofsections of this ordinance, which, said remarruing provisions shall be and
remain in full force and effect.

That this ordinance shall be cuniulative of Ordinance No. 21873-09-2015 and all other ordinances and
aprwopfiations arnending the same except, in those instances Nwhere the provisions of this ordinance are in dir,ect
conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are bereby, expressly repealed,
SECTION 4.
This ordinance shall take effect upon adol,-Aion.

Authorize Application for and Acceptance of, if Awarded„ a Grant from xas Commission on
Environmental Quality in the Amount of 7,475° to Fund Recycling Receptacles at Various Venues
Around the City Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the application for and acceptance o , if awarded, a grant from the Texas Commission on
Environmental Quality 2016 Materials Management Grant Program administered through the North
Central Texas Council of Governments' and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grant Operating Fund, 21002, in the amount of 7,475.00, upon receipt of grant..
DISCUSSION:
The City of Worth desires to increase public access to recycling receptacles when residents and
visitors travel to work, school, or leisure activities. The Environmental Protection Agency (EPA) states
these efforts to "Recycle on the o" are essential to promote a "recycling culture by making recycling
convenient, available and cost effective".
This project will benefit approximately a quarter of million people by providing recycling opportunities as
they attend school, conduct business, and enjoy recreational activities in Fort Worth. It would offer
residents and visitors "recycling on o"° in Fort Worth, reinforcing recycling at home and creating a
positive feedback loop for recycling in all areas of life.
Grant funs will be used to purchase the following:
• 10 Outdoor Recycling Units at T ""'T"" Bus Stops
• 10 Outdoor Recycling Units around City Hall and other Municipal Locations
• 160 Outdoor Recycling Units at various City Parks and Greenbelt Locations
• 100 Indoor/Outdoor Recycling Units for -12 at various Fort Worth School Locations
• 22 Outdoor Trash/Recycling Units for Fort Worth B-Cycle Stations
The City of Fort Worth Solid Waste Services Division will coordinate with the following entities to facilitate

the above: Fort Worth B-Cycle, the Fort Worth Transportation Authority, public and private schools
servicing grades K through 12 located in Fort Worth and Fort Worth Park and Recreation Department.
This contract will be with a governmental entity, state agency or public institution of higher education:
(Texas Commission on Environmental Quality).
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
receipt of the grant and adoption of the attached appropriation ordinance, funds will be available in the
current operating budget, as appropriated, of the Grant Operating Fund (21002). Funds will be on a
reimbursement basis from the Grantor after receipt of expenses as outlined in the executed Grant
Agreement.
