HomeMy WebLinkAboutOrdinance 22031-01-2016 ORDINANCE NO.22031-01-2016 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND IN THE AMOUNT OF $5,200.00, SUBJECT TO RECEIPT OF REIMBURSEMENT FUNDS FROM THE UNITED STATES DEPARTMENT OF JUSTICE, DRUG ENFORCEMENT ADMINISTRATION, FOR THE PURPOSE OF REIMBURSING OVERTIME COSTS RELATED TO THE FORT WORTH POLICE DEPARTMENT'S PARTICIPATION IN THE NORTH TEXAS HIGH INTENSITY DRUG TRAFFICKING A TASK FORCE GROUP 2; PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2015-2016 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Operating Federal Fund in the amount of $5,200.00, subject to receipt of reimbursement funds from the United States Department of Justice, Drug Enforcement Administration, for the purpose of reimbursing overtime costs related to the Fort Worth Police Department's participation in the North Texas High Intensity Drug Trafficking Area Task Force Group 2. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,or parts of sections of this ordinance,which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 21873-09-2015 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. DISCUSSION: On September 2 , 201 ( &C C-26030), City Council authorized the execution of an Agreement with the United States Department of Justice, Drug Enforcement Administration fort the reimbursement of overtime costs associated with the Police Department's participation in the North Texas High Intensity Drug Trafficking Area (HIDTA) Group 2 Task Force. HIDTA seeks to reduce the Volume of narcotics and controlled substances being trafficked into and distributed from the North Texas area through aggressive detective, 'interdiction, enforcement and prosecution of individuals and enterprises engaged in such illegal activities. The HIDTA Group 2 Task Force focuses on major,drug trafficking organizations. The Police Department assigns officers to the HIDTA Group 2 Task Force and the City is reimbursed for the officers' overtime. Based on operational requirements of the HIDTA Group 2 Task Force in Fiscal Year 20159 an increase in appropriations its needed to account for the additional $5,200.,00 received in overtime by the City. This contract will be with a governmental entity, state agency or public institution of higher education: (United States Department of Justice). FISCAL INFORMATION / CERTIFICATION: The Financial Management Services Director certifies that the Police Department is responsible for the collection and deposit of funds due to the City.
