AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS OF THE GEKERAL FUKD OF THE
CITY OF FORT WORTH FOR THE FISCAL YEAR 1986-1987 BY 5200,000 AKD
APPROPRIATING FROM SAID INCREASED RECEIPTS THE AMOUNT OF 5185,000 TO THE
FINAKCE DEPARTMENT FOR THE PURPOSE OF FUNDING ACCOUKTIHG, AUCTIONEERING,
AHD TAX BILL PREPARATION SERVICES FOR FISCAL YEAR 1986-1987; PROVIDING FOR
A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDIKANCES
AND REPEALING ALL PRIOR ORDINANCES IN .CONFLICT HEREWITH; PROVIDING FOR
ENGROSSMENT AHD ENROLLMENT, AND PROVIDING AK EFFECTIVE DATE.
BE IT ORDAIKED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That the estimated receipts of the General Fund are hereby increased by
5200,000 due to an increase in anticipated auction revenue, and
appropriating from said increased receipts, 5185,000 to finance department
accounts as designated below, for the purpose of funding accounting,
auctioneering, and tax bill preparation services for fiscal year 1986-1987:

SECTIOK 2.
Should any portion, section or part of a section of this ordinance be
declared invalid, inoperative or void for any reason by a court of
competent jurisdiction, such decision, opinion or judgement shalll in no
way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full
force and effect.
SECTION 3.
This ordinance shall be cumulative of Ordinance Ko. 9690 and all other
ordinances and appropriations amending the same except in those instances
where the provisions of this ordinance are in direct conflict with such
other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly
repealed.

SECTION 4.
The City Secretary of the City of Fort Worth is hereby directed to engross
and enroll this ordinance by copying the caption and effective date into
the minutes of the City Council and by filing this ordinance in the
ordinance records of the City of Fort Worth.
SECTION 5.
This ordinance shall take effect and be in full force and effect from and
after the date of its passage, and it is so ordained.

It is recommended that the City Council:

Adopt the attached supplemental appropriations ordinance increagfltJ~or~ Tex
estimated receipts in the General Fund by 5200,000 due to an increase in
anticipated auction revenue and appropriating from said increased receipts
the amount of 5185,000, increasing the appropriations in the General Fund,
Finance Department by 5185,000 to cover current year expenditures for
accounting services, auctioneering services, and preparation of tax bills .
Background
Based on reviews of administrative costs performed by or at the request of
City Management, the annual salary costs of an Accountant, which were
budgeted and fully funded by the Golf Fund, were requested to be
transferred from the Goif Fund to the General Fund, Finance Department,
Accounting Division. The transfer was made in February, 1987 (fiscal month
OS activity). As a result, the appropriations need to be increased in the
Finance Department, Accounting Division, by 525,000 to cover this transfer.
Approximately 15 auctions have been held this fiscal ,year producing over
5405,000 in revenue for the general fund. The original budget was prepared
based on an estimate of 12 auctions for the entire fiscal year; however, an
increase in the number of vehicles at the auto pound has necessitated the
additional auctions. Approximately 16 additional auctions will be held the
remainder of the fiscal year. It is anticipated that the additional
auctions will generate approximately 5350,000 in revenue. To cover the
expenses of these auctions, a supplemental appropriation of 575,000 is
needed for the Finance Department, Purchasing Division
Due to budget constraints of fiscal•year 1985-86, the payment of printing
for the tax statements was delayed for fiscal year 1987. As a result, the
appropriation originally made for current year preparation costs has been
expended. Therefore, a supplemental appropriation of 585,000 is needed to
cover current year preparation costs.
Financing
A supplemental appropriation ordinance will be necessary to finance the
recommended actions. This will result in an increase in the appropriaions
in the=General Fund 01, Finance Department 13, General Ledger Section
13-20-10, index code 209007 in the amount of 525,000; Purchasing Division
13-30-00, index code 209924 in the amount of 575,000; Revenue Collections
13-40-20, index code 211003 in the amount of 585,000. An increase in
estimated receipts of 5200,000 due to additional auctions is anticipated.
