AN ORDINANCE APPROPRIATING THE SUM OF $1,166,070 FROM
CAPITAL PROJECTS RESERVE FUND 10, REVENUE INDEX CODE
020032 TO FUND 10, PROJECT 020001-00, U.S. TREASURY FACIL-
ITY; PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL
PRIOR ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR EN-
GROSSMENT AND ENROLLMENT; AND PROVIDING FOR AN EFFECTIVE
DATE. `
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That there is hereby appropriated the sum of $1,166,070 from
the Capital Projects Contributed Revenue to Fund 10, Project
020001-00, U.S. Treasury Facility, for the purpose of funding a con-
tract for construction management services to construct the Western
Currency Production Facility, Bureau of Printing and Engraving, and
to fund related consultant services for the project.
SECTION 2.

It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases o.f
this ordinance are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconsti-
tutional by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not affect any of the'
remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City

Council without the incorporation in this ordinance of any such un-
constitutional phrase, clause, sentence, paragraph or section.
SECTION 3.
This ordinance shall be cumulative of all provisions of ordi-
nances and of the Code of the City of Fort Worth, Texas ( 1964) , as
amended, except where the provisions of this ordinance are in direct
conflict with the provisions of such ordinances and such Code, in
which event conflicting provisions of such ordinances and such Code
are hereby repealed.
SECTION 4.
The City Secretary of the City of Fort Worth is hereby directed
to engross and enroll this ordinance by copying the caption in the
minutes of the City Council and by filing the ordinance in the ordi-
nance records of the City.
SECTION 5.
This ordinance shall be in full force and effect from and
after its passage and publication as required by law, and it is so
ordained.

It is recommended that the City Council:
1. Appropriate 51,166,070 from Fund 10, Capital Projects Contributions
Revenue to Fund 10, Project 020001-00, U. S. Treasury Facility.
2. Authorize the City Manager to make payment to various contractors and
consultants involved in the preliminary work required prior to the
actual start of construction of the facility for the Bureau of
Engraving and Printing, Western Production Facility in an amount not to
exceed 5145,970. See Discussion below.
3. Transfer 826,959 from Fund 10, Project 020001-00, to General Fund 01,
16-10-00, I.C. 214064, Real Property Department for reimbursement of
expenses incurred for demolition on B.E. P. site.
DISCUSSION:
On November 24, 1986, the Bureau of Engraving and Printing selected the
City of Fort Worth as the location for the Western Currency Production
Facility. Under the terms of the Working Agreement between the City of
Fort Worth and the Bureau of Engraving and Printing (Ref. K&C C-10147,
datedz3/04/87), the City of Fort Worth is to provide the land and construct
the',building which will ultimately house the facility. Before the actual
construe"ton'can begin, there are a number of requirements that must be
met. In order to satisfy these requirements, it has been necessary to
retain outside consulting services.
