AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $15,000.00,
SUBJECT TO RECEIPT OF A GRANT FROM THE AMERICA'S PROMISE
ALLIANCE, FOR THE PURPOSE OF HOSTING A GRADNATION
COMMUNITY SUMMIT; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2015-2016 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of$15,000.00, subject to receipt of a grant from the America's Promise Alliance, for the
purpose of hosting a GradNation Community Summit.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21873-09-2015 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council.-
1. Authorize the acceptance of GradNation Community Summit funds from ric Promise Alliance in
an amount up to $15,000,00; and
2e Adopt the attached ro ri i n ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of$15,000.00, subject to receipt of the grant.
DISCUSSION:
America's Pro is Ili c launched r tion campaign in 2010, building on 105 Dropout
Prevention Summits it convened cross the country to raise awareness and inspire ci rdtion is
based on the recognition t a high school diploma is a crucial first step in r rin a young person to
live an independent, secure life and to contribute to America's economic competitiveness as
part of an educated, innovative workforce.
The campaign has two central goals:
• achieving percent graduation rate nationwide 2020, with no i school graduating less than
percent of its students
• regaining America's s n in s first in the world in college completion
America's Promise Alliance is working with community partners to convene 100 GradNation Community
Summits across the country through 2016. The GradNation Community Summits will hasten the United
States' progress towards reaching the campaign oals. America's Promise's goal for the community
summits is to fuel local collaborative acio o increase high school graduation rates. 1 100 communities
across the country, leaders from businesses, civic organizations, nonm rofits, local government, public
schools, higher education, foundations and faith-based organizations ill join with parents and young
people to develop blueprint to accelerate progress. The communities hosting a GradNation Community
Summit ill identify ost critical problems in their local area and the groups most affected. Through
their summit, they will highlight promising solutions that can be integrated into their community. At the
heart of these plans will be the Five Promises, the wraparound services that dramatically increase a young
person's chance cc s : caring ul s, safe places, an effective education, I start and
opportunities to help others.

The Park and Recreation Department (PAR D) and Fort Worth SPARC (Strengthening Programs through
Advocacy, Resources and Collaboration) will host the GradNation Community Summit in October
2016. Some of PARD's responsibilities will include the following- Obtaining at least $10,000.00 in
matching funding solely through in-kind services, highlighting promising solutions that can be integrated
into the community and involving key sectors of the community: businesses, civic organizations, non-
profits, local government, educators, higher education, philanthropy, the faith community, as well as
parents and young people.
Fort Worth's GradNation Summit is for ALL COUNCIL DISTRICTS.
This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION.
The Financial Management Services Director certifies that upon approval of the above recommendations,
receipt of the grant and adoption of the appropriation ordinance, funds will be available in the current
operating budget, as appropriated, of the Grants Fund. Prior to expenditures in made, PARD has the
responsibility for collection and validation of the availability of funds.
