HomeMy WebLinkAboutOrdinance 9872r ..,,~. .. • _. ," ORDINANCE N0. _~Z.~ AN ORDINANCE DECREASING THE UNDESIGNATED FUND BALANCE OF THE GENERAL FUND OF THE CITY OF FORT WORTH FOR FISCAL YEAR 1986-1987 BY $29,786 AND APPROPRIATING $?_9,786 TO HEALTH DEPARTMENT ACCOUNT N0. 50-15-03, AS A SUPPLEMENTAL APPRO- PRIATION TO THE NURSING DIVISION, SEXUALLY TRANSMITTED DISEASE BUDGET FOR THE PURPOSE OF FUNDING ADDITIONAL PERSONNEL, COMMUNITY EDUCATION, AND COUNSELING SERVICES TO EDUCATE `.PHE CITIZENS OF FORT WORTH ABOUT AIDS MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR EN- GROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That the undesignated fund balance of the General Fund of the City of Fort Worth for fiscal year 1986-1987 is hereby decreased by appropriating $29,786 to Account No. 50-15-03,Health Department, to be allocated as follows: Nursing/STD Personnel Fringe Benefits Insurance Equipment Advertising TOTAL Index Code Amount 287300 $ 8,000 287789 1,092 287763 476 287482 1,000 287656 19,218 $29,786 and that such appropriation to Account No. 50-15-03 shall be used as a supplemental appropriation to the Nursing Division for the purpose of funding the operations of the Sexually Transmitted Disease Budget. SECTION 2. Should any portion, section or part of a section of this ordi- nance be declared invalid, inoperative or void for any reason by a ~. ,~` court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections or parts of sections of this Ordinance,, which said remaining provisions shall be and remain in full force and effect. SECTION 3. This ordinance shall be cumulative of Ordinance No. 9690, and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instances said conflicting provisions are hereby expressly repealed. SECTION 4. The City Secretary of the City of Fort ~lorth is hereby directed to engross and enroll this Ordinance by copying the caption and Sections 1 and 5 in the minutes of the City Council and by filing the ordinance in the ordinance records of the city. SECTION 5. That this ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so or- , dained. Endorse and support the efforts of the Public Health Department to attract Community volunteers to participate in educational programs. 2. Adopt a supplemental appropriation ordinance in the General Fund O1, Health Department Account No. 5+~-15-03, thereby increasing appropriation and decreasing fund balance by $29,786. Background Since 1982, Fort Worth has recorded 52 cases of AIDS. The projected number of AIDS cases for Fort Worth in 1991 is 254. Known cases of AIDS represent only a small portion of the problem. Probably 5 to 10 times as many persons appear healthy but are in fact infected with the virus and are capable of spreading it to others. The only tool available to address the AIDS issue is education. A sustained coordinated effort directed toward specific risk groups and the general public is the key to halting the spread of the AIDS virus in our community. To meet the increasing demand for counseling services and the need for more community education, a full-time Counseling/Education Specialist is needed. Educational activities would be expanded into the wider community schools, churches, youth groups, hospitals, etc., targeting specific high-risk groups, school children, the general public and health professionals. Volunteers would participate in this expanded program effort in the following ways. 1. Produce Public Service Announcements 2. Produce educational videos 3. Donate posters to civic organizations, youth groups, bars, churches, schools, etc. 4. Perform in Public Service Announcements and educational videos. Financing Adopt a supplemental appropriation in the General Fund O1, Health Department, Account No. 50-15-03 to the various index codes as shown below and decrease fund balance by $29,786. The General Fun d's unreserved u ndesiynated balance will be $25,566,819 after this supplemental appropriation.
