ORDINANCE NO. -~7~.~~ AN ORDINANCE AMENDING CHAPTER 27 OF THE CODE OF THE CITY OF FORT WORTH, TEXAS (1986) ; PROVIDING FOR 'PHE PAYMENT OF ASSIGNMENT PAY TO COMMUNITY DEVELOPMENT OFFICERS WITHIN THE POLICE DEPARTMENT; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR ENGROSSMENT AND ENROLLMENT OF THIS ORDINANCE; AND PROVIDING AN :EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, 'T'EXAS SECTION 1. That Chapter 27 of the Code of the City of Fort Worth, Texas (1986) is hereby amended by adding a new Section 27-28 to read as follows: Sec. 27-28 Community Development Officers a. The police chief may designate officers from the classification of police officer, who, in addi- tion to their regular duties, will be assigned the duties of community relations officers, and who will perform the following functions with the department: 1) Conduct or participate in citizen meetings for the purpose of providing information, answering questions and explaining depart- ment procedures or actions. 2) Provide for citizens, expertise and guid- ance in crime prevention techniques.. 3) Represent the police department at public functions. 4) Perform other specialized duties as as- signed by the police chief. b. Police officers who perform the above special- ized functions shall each receive pay in addi- tion to their regular pay the sum of one hundred twenty dollars ($120.00) per month as assignment pay. y SECTION 2. This ordinance shall be cumulative of all provisions of ordi- nances and of the Code of the City of Fort Worth, Texas (1986), as amended, except where the provisions of this ordinance are in direct conflict with the provisions of such ordinances and such Code, in which event conflicting provisions of such ordinances and such Code are hereby repealed. SECTION 3. It is hereby declared to be the intention of the City Council that the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared unconstitu- tional by the valid judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any such unconstitutional phrase, clause, sentence, paragraph or section. SECTION 4. The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and Section 1 in the minutes of the City Council and by filing the ordinance in the ordinance records of the City. -2- .,,; .~. ;... The amount of assignment pay and the criteria for payment of assignment pay must be established by ordinance and is in addition to the police officer's regular pay Such an ordinance may set criteria that provides for payment only to a police officer on a special assignment At the request of the Police Chief, an amendment to Chapter 27, Code of the City of Fort Worth (1986) establishing Community Relations Officer assignment pay for performance of specialized functions within the Police Department has been prepared by the Department of Law for City Council consideration, the ordinance has been reviewed by the Personnel Department and City Manager's Office. The attached amendment permits the Police Chief to designate Police Officers, who in addition to their regular duties, will be assigned the duties of "Community Relations Officer" in their department Informal Report No 7221 outlines the specialized functions of a "Community Relations Officer" in the Police Department, which are the positions being recommended to receive assiynrnent pay The officers so designated shall receive assignment pay as defined in Informal Report No 7221 Financing Funding is available in the Police Department budget approved for Fiscal Year 1986/1987 No additional appropriation is required.
