LOG NAME: 80MALLARD
REFERENCE NO.: C-22636
SUBJECT:
Authorize the Execution of a Professional Services Agreement with Huitt-Zollars, Inc., for the Master
Planning of Mallard Cove Park, and Adopt the Attached Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to execute a professional services agreement with Huitt-Zollars, Inc., in the
amount of $34,731 for the master planning of Mallard Cove Park; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $38,731
in the Park Gas Lease Project fund from Gas Well Bonus Revenue for Mallard Cove Park.
DISCUSSION:
On September 6, 2005, (M&C L-14129) City Council authorized the City Manager to convert the dedicated
parkland for subsurface drilling and extraction of natural gas in Mallard Cove Park. On November 29, 2005,
(M&C C-21168) City Council approved the acceptance of a lease agreement for natural gas drilling under
the park which is located north of Randol Mill Road and east of Interstate 820. The total available acreage
in Mallard Cove Park is 103.9 acres with a 33.5 net mineral acre interest owned by the City of Fort Worth.
The net transfer to the City less administrative and legal fees totals $43,055.75.
Parks and Community Services (PACs) staff solicited proposals from firms specializing in park master
planning and selected Huitt-Zollars, Inc., to provide such services. The master planning effort will include a
site assessment of existing natural resources, and with staff and neighborhood input, develop
recommendations for along-term site plan, identify environmental site improvements, and operational
costs. The proposed agreement for these services is in the amount of $34,731 with an additional $4,000
appropriated for PACs administration salaries together totaling $38,731.
This proposed expenditure is in compliance with the City Council approved policy for the expenditure of Gas
Well Revenues.
Mallard Cove Park is located in Council District 4, Mapsco 66 G and L.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendation and adoption of the
attached appropriation ordinance, funds will be available in the current capital budget, as approved, of the
Park Gas Lease Project Fund.
