ORDINANCE N O ~ ~JO\~
AN ORDINANCE RECOGNIZING ESTIMATED REVENUE OF $755,176 ACCRUING TO SPECIAL
REVENUE FUND, FUND 87, FORT WORTH IMPROVEMENT DISTRICT NO 1 OF THE CITY OF
FORT WORTH FOR THE FISCAL YEAR 1988 AND APPROPRIATING SAID REVENUE IN
SPECIAL REVENUE FUND NO 87 FOR THE PURPOSE OF FUNDING THE PROJECT AS
DESCRIBED IN THE PLAN OF SERVICES FOR THE FORT WORTH IMPROVEMENT DISTRICT
NO 1, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND
PROVIDING AN EFFECTIVE DATE.
B E IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS
SECTION 1
That in addition to those amounts allocated to the various City
departments for the Fiscal Year 1987-88 and in the Budget of the City Manager,
there shall also be recognized estimated revenue of $755,176 accruing to
Special Revenue Fund, Fund 87, Fort Worth Improvement District No 1, and
appropriating said amount in Special Revenue Fund No 87 for the purpose of
funding the project as described in the Plan of Services for the Fort Worth
Improvement District No 1
SECTION 2.
Should any portion, section or part of a section of this ordinance be
declared invalid, inoperative or void for any reason by a court of competent
jurisdiction, such decision, opinion or judgement shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No 9926 and all
other ordinances and appropriations amending the same except in those
instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly
repealed
SECTION 4.
The City Secretary of the City of Fort Worth is hereby directed to engross
and enroll this ordinance by copying the caption and effective date into the
minutes of the City Council and by filing this ordinance in the ordinance
records of the City of Fort Worth.

SECTION 5.
This ordinance shall take effect and be in full force and effect from and
after the date of its passage, and it is so ordained.

/recommendation
'It i.s recommended that the City Council authorize the City Manager to
1) Adopt the attached appropriations ordinance which recognizes estimated
revenue accruing to Special Fund- No. 87 "Fort Worth Improvement District
No. 1" for fiscal year 1987-88 by $755,176, the estimated amount of
proposed assessments and contractual payments, and appropriates $755,176
in Special Fund 87 to provide funds for the project described more fully
in the Plan of Services for the Fort Worth Improvement District No 1
which was approved by -the City Council on August 11, 1987.
2) Authorize the City Manager to pay the proposed assessment of $85,000 by
transferring $85,000 from the General Fund, Non-Departmental, Downtown
Fort Worth Division, Account Number 90-58-00 to Special Fund No. 87,
Project No. 100088-00, Fort Worth Improvement District No. 1, Index Code
011007, City of Fort Worth Property Assessments,
3) Authorize the City Manager to transfer $22,000 from Solid Waste Fund #64
City Services Department Account Number 21-10-02, Index Code 904060, to
Special Fund No. 87, Project No. 100088-00, Index Code 071027 and transfer
$38,000 from Park and Recreation Department, Account No. 80-20-32, Index
Code No. 327197 to Special Fund No. 87, Project No 100088-00, Index Code
071035, and
4) Authorize the City Manager to sign an amendment to the contract dated
October 1, 1986, with Downtown Fort Worth, Inc to reflect the changes
described below.
Discussion
The Budget and Plan of Services for fiscal year 1987-88 of the Fort Worth
Improvement District No. 1 ("District") was approved by the City Council on
August 11, 1987, and represents a continuation of the services and improvements
provided during the~farst year of the District
In reference to Recommendation 2 above, State statute requires cities which
have improvement districts to pay their share of assessments for city-owned
land in the district.
Recommendation 3 provides for the transfer of $22,000 from City Services and
the $38,000 from the Park and Recreation Department for services provided by
Downtown Fort Worth, Inc, which were previously provided by City forces. They
consist of sidewalk cleaning and maintenance of planter boxes along Houston,
Main and Throckmorton Streets as well as the plant containers on 10th Street at
Throckmorton adjacent to the Municipal Complex.

Recommendation 4 would serve to resolve an accounting and cash flow problem
being experienced by Downtown Fort Worth, Inc. The group has requested that
the contract dated October 1, 1987 be amended so that during the current year
of the contract, Downtown Fort Worth, Inc. shall receive payment for the first
and last months' services in advance. Any adjustments in the amount of the
payments would then be made in September, 1988, the last month of the term.
The contract currently provides that payment shall be made for each month's
services in advance.
Financing
The budget for the Special Fund No. 87, Fort Worth Improvement District No. 1
,(F.W.I.D. #1), for fiscal year 1987-1988, must be adopted by ordinance. The
City's share of billings, already approved in City Budgets, City Services and
Park and Recreation, needs to be transferred to the F.W.I D #1
