HomeMy WebLinkAboutOrdinance 22075-01-2016 ORDINANCE NO. 22075-01-2016 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $2,000,000.00, SUBJECT TO EXECUTION OF A GRANT AGREEMENT WITH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS, LOW-INCOME HOUSING ENERGY ASSISTANCE PROGRAM AND SUBJECT TO RECEIPT OF FUNDS, FOR THE PURPOSE OF FUNDING THE 2016 WEATHERIZATION ASSISTANCE PROGRAM RESPONSIBLE FOR AIDING LOW INCOME FAMILIES BY WEATHERIZING THEIR HOUSES; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2015-2016 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $2,000,000.00, for the purpose of funding the 2016 Weatherization Assistance Program responsible for aiding low-income families by weatherizing their houses. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 21873-09-2015 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the acceptance of a grant from the Texas Department of Housing and Community Affairs in the amount up to $2,000,000.00 for the 2016 Low-Income Housing Energy Assistance Program; 2. Authorize the execution of related contracts, including any amendments, extensions and renewals, in accordance with City policies and regulations, with the Texas Department of Housing and Community Affairs for the grant funds for program year January 1, 2016 through December 31, 2016; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount of$2,000,000.00, subject to receipt of the grant. DISCUSSION: Since 1982, the City has operated the Low-Income Housing Energy Assistance Program (LIHEAP) through grants from the Texas Department of Housing and Community Affairs (TDHCA). This program serves low-income residents in Tarrant County by weatherizing their houses. Weatherization measures include attic insulation, weather-stripping, caulking, repair and/or replacement of windows and doors and other minor repairs. Administrative costs are restricted to seven percent of the LIHEAP grant based on the total allowable expenditures for the Low-Income Housing Energy Assistance Program. The City has weatherized approximately 104 houses with funding from this grant between January and October 2015 and will target completing 120 houses in 2016. Overall, the Low-Income Housing Energy Assistance Program has completed 317 units during the same period in Fort Worth and Tarrant County. This program services ALL COUNCIL DISTRICTS. This contract will be with a governmental entity, state agency or public institution of higher education: (Texas Department of Housing and Community Affairs). FISCAL INFORMATION /CERTIFICATION: The Chief Financial Officer certifies that, upon approval of the above recommendations, receipt of the grant, and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund.
