HomeMy WebLinkAboutResolution 4586-02-2016 A Resolution NO. 4586-02-2016 EXPRESSING INTENT TO HEAR APPEALS OF THE HISTORIC AND CULTURAL LANDMARKS COMMISSION AND URBAN DESIGN COMMISSION DECISIONS FOR THE PROPOSED STOCKYARDS HISTORIC DISTRICT, DESIGN DISTRICT AND FORM-BASED CODE DISTRICT WHEREAS, the Historic Stockyards showcases Fort Worth's western heritage and is one of the most unique and important destinations in the State of Texas; and WHEREAS, the Fort Worth Stockyards Historic District is listed on the National Register of Historic Places; and WHEREAS, the Comprehensive Plan designates the Historic Stockyards as a regional mixed-use growth center; and WHEREAS, on July 15, 2014, the City Council approved a zoning change to mixed-use zoning and directed staff to create a design district that would help ensure that future development is consistent with the historic western character of the Stockyards; and WHEREAS, on October 14, 2014, the City Council appointed a task force of community leaders, business leaders, property owners and developer representatives to advise them on the creation of an Historic Stockyards design district; and WHEREAS, the Historic Stockyards Task Force "Task Force" convened in December 2014; held public meetings in April, May, July and August 2015 and concluded their work on September 23, 2015; and WHEREAS, the Task Force recommended the approval of the Stockyards Development Standards and Guidelines to the Urban Design Commission, Zoning Commission and the City Council as it was voted on at their September 23, 2015 public meeting; and WHEREAS, the Zoning Commission and the Urban Design Commission considered the recommendation of the Task Force at public meetings held in November, December of 2015 and January 2016 and recommends approval of the Stockyards Development Standards and Guidelines with certain revisions to the document as presented in Attachment A; and WHEREAS, on November 17, 2015, the City Council adopted Resolution No. 4539-11-2015 to nominate the area within the Stockyards as a Historic and Cultural Landmarks District ("Stockyards HC District") to effectuate the protections necessary to fulfill the purpose and intent of the Zoning j`"' QRT WORT Ordinance, including, but not limited to, the long-term preservation of the Stockyards as a valuable and irreplaceable historic asset to the City of Fort Worth and the nation, as a whole and directing the Historic Preservation Officer to submit such nomination to the Historic and Cultural Landmarks Commission for consideration; and WHEREAS, the Historic and Cultural Landmarks Commission held public hearings on the nomination on January 11,2016 and January 29, 2016 to consider said nomination; and WHEREAS, the established appeal process in the Zoning Ordinance from the Urban Design Commission and the Historic and Cultural Landmarks Commission is to the Board of Adjustment: and WHEREAS the City Council has entered into a long-term economic development program agreement for revitalization of the Stockyards and wishes to ensure that all development induced directly or indirectly by this initiative preserves the historic, cultural, and architectural character of the Stockyards by hearing any and all appeals from decisions by the Urban Design Commission and the Historic and Cultural Landmarks Commission; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS: That the City Council hereby directs the city staff to prepare ordinances for the Council's consideration to provide that any appeals of the decisions of the Urban Design Commission or the Historic and Cultural Landmarks Commission related to the Stockyards Design Overlay District, the Stockyards Historic District and the proposed form-based district go to the City Council for consideration.
