Recommendation-
It is recommended that the City Council adopt the attached ordinance amending
Ordinance No. 9510, as described below.
Background•
On November 5, 1985, the. City Council adopted Ordinance No. 9510, providing for
the regulation of ambulance service in the City. The ordinance is codified as
Chapter 6 of the Code of the City of Fort Worth
In the process of implementing the new ambulance service system for the City,
the staff has become aware of the need for the following revisions to the word-
i ng of Chapter 6:
1. An increase in the membership of the Emer ency Physicians Advisor Board
AB ect,on 6.0 c,ty o e Representat,ves of the Tarrant County
l~edi al Society have formally requested that an additional five (5)
licensed physicians be appointed to the E.PAB. The additional physicians
shall be qualified in appropriate medical specialties and sub-specialties
so as to provide for more well-rounded expertise in the make-up of the
Board in order to facilitate the promulgation of effective standards for
pre-hospital care.
2. A reduction in the re uired amount of umbrella liability covera a from Ten
, ,on o ars to wo , ,on o ars ,
Section 6. 0, C,ty o e Mar et conditions in the liability insurance
industry indicate that the present requirement of umbrella liability
coverage of $10,000,000 is unrealistic and unobtainable as a practical
matter. A study of the present market indicates that a lowering of the
required amount of coverage to $2,000,000 is more in line with present
market realities.
3. A clarification of the medical re ulatory fee rovision. [Section 6.31,
,ty o e It ,s recommen ed that ect,on .3 a reworded to clarify
that the $3.00 fee to defray costs of medical regulation shall be charged
for each~atient transport by an ambulance operator. This will eliminate
the ~igui y~ container-in the present wording of Section 6.31, which uses
the term "$3.00 per ambulance run."
The above recommended changes to Ordinance No. 9510 (Chapter 6, City Code) have
been approved by the Fort Worth Ambulance Authority and are implemented in the
attached proposed ordinance.
