HomeMy WebLinkAboutOrdinance 22080-02-2016 ORDINANCE NO. 22080-02-2016 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL PURPOSE FUND IN THE AMOUNT OF $125,870.00, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING THE INSTALLATION OF A THEATRICAL LIGHTING SYSTEM FOR THE BOTANIC GARDEN; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2015-2016 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Purpose Fund in the amount of $125,870.00, from available funds, for the purpose of funding the installation of a theatrical lighting system for the Botanic Garden. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance,which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 21873-09-2015 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Adopt the attached appropriation ordinance increasing receipts and appropriations in the Special Purpose Fund - Botanic Garden Project in the amount of$125,870.00; and 2. Authorize purchase with Barbizon Light of the Rockies, Inc., d/b/a Barbizon Light of Texas, in the amount of$125,870.00 for the installation of a theatrical lighting system for the Botanic Garden. DISCUSSION: The Park and Recreation Department (PRD) will use this purchase authority to acquire an up-to-date theatrical lighting system in the Dorothea Leonhardt Lecture Hall at the Botanic Garden. The existing lighting system was installed when the building was built in 1987 and has reached the end of its useful life. The Request for Proposals (RFP) included specifications describing the type of equipment to be purchased, installation, training for employees to use equipment, warranty and service. Proposal evaluation factors included price, stability of proposing company, qualifications and completeness of proposal. PRD certifies the proposal from Barbizon Light of the Rockies, Inc., d/b/a Barbizon Light of Texas, presents the best value to the City as best evaluated theatrical lighting system offered. RFP ADVERTISEMENT- This Request for Proposals (RFP) was advertised in the Fort Worth Star- Telegram on June 17, 2015, June 24, 2015, July 1, 2015, July 8, 2015, July 15, 2015 and July 22, 2015. A total of 13 bidders were notified; 2 responses were received. PRICE ANALYSIS —The City of Fort Worth has no history in the purchase of theatrical lighting. Purchasing and the Park and Recreation Department reviewed and concluded pricing is fair and reasonable based on the proposals received. M/WBE OFFICE -A waiver of the goal for MBE/SBE for subcontracting requirements was requested by the Purchasing Division and approved by the M/WBE Office, in accordance with BDE Ordinance, because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible. The Botanic Garden is located in COUNCIL DISTRICT 7 and serves All Fort Worth Residents and Logname: 13PI5-0216 THEATRICAL LIGHTING BH PARK Page 1 of 2 Visitors. FISCAL INFORMATION I CERTIFICATION: The approval of this action provides purchasing authority in the amount up to $125,870.00, as specified. The Director of Finance certifies that, upon approval of this appropriation ordinance, funds are available in the current operating budget, of the Special Purpose Fund and that prior to an expenditure being made, the Park and Recreation Department has the responsibility to validate the availability of funds.
