HomeMy WebLinkAboutOrdinance 17961-01-2008Ordinance No. 17961-01-2008 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIALLY FUNDED CAPITAL PROJECTS FUND IN THE AMOUNT OF $725,000 FROM AVAILABLE FUNDS FOR THE PURPOSE OF EXECUTING A CONTRACT WITH O'CONNOR ARCHITECTURE AND INTERIOR DESIGN, LP, FOR THE DESIGN AND CONSTRUCTION ADMINISTRATION SERVICES FOR THE CRIME LAB AND PROPERTY/EVIDENCE FACILITY LOCATED AT 3616 EAST LANCASTER AVENUE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2007-2008 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Specially Funded Capital Projects Fund in the amount of $725,000 from available funds for the purpose of executing a contract with O'Connor Architecture and Interior Design, LP, for the design and construction administration services for the Crime Lab and Property/Evidence facility located at East Lancaster Avenue. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 17749 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the City Manager to transfer $725,000 from the Crime Control and Prevention District Fund to the Specially Funded Capital Projects Fund; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Specially Funded Capital Projects Fund by $725,000; and 3. Authorize the City Manager to execute an architectural design contract with O'Connor Architecture and Interior Design, LP, for $630,000, plus up to $33,220 in reimbursable expenses, for the design and construction administration services to renovate the Police Laboratory and Property/Evidence facility located at 3616 East Lancaster Avenue. DISCUSSION: On November 15, 2007, the Crime Control and Prevention District (CCPD) Board authorized amid-year adjustment to the FY2007-08 CCPD budget, providing funds for design and construction administration services for the Crime Lab and Property/Evidence facility. The mid-year adjustment was subsequently approved by the City Council (M&C G-15995) on December 11, 2007. The facility, which is the former Stripling and Cox store in a freestanding building, will be renovated to house the existing activities currently located at 350 East Belknap Avenue. The City's needs have outgrown the existing facility. The Request far Qualifications from architectural design firms was advertised in the Fort Worth Star- Telegram on July 26 and August 2, 2007. Nine firms provided submittals. The City staff ranked the submittals, interviewed the top four firms in October 2007, and selected O'Connor Architecture and Interior Design, LP, as the best qualified firm. The estimated overall cost of the project is: Design $663,220.00 Construction $7,000,000.00 Land Purchase, Closing, StaffAdmin $1,300,000.00 ITS, Utilities $315,000.00 Logname: 20CRIMELABOAID Page 1 of 2 Contingency, FF&E, Staff Admin $886.780.00 Total $10,165,000.00 O'Connor Architecture and Interior Design, LP, is in compliance with the City's M/WBE Ordinance by committing to 25 percent M/WBE participation. The City's goal for this project is 25 percent. The project is physically located in COUNCIL DISTRICT 8 but will serve Fort Worth residents in all Council Districts. The completion of the Police Crime Laboratory and Property/Evidence facility will add approximately 40,000 square feet to the City's facility inventory and add approximately $15,000 per year in the facility maintenance and repair requirements. FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Specially Funded Capital Projects Fund.
