AN ORDINANCE PROVIDING FOR THE CLASSIFICATION
OF FIREMEN IN THE CITY OF FORT WORTH; PRESCRIB-
ING THE POSITIONS IN SAID CLASSIFICATION; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
CLASSIFYING FIRE DEPARTMENT PERSONNEL; REPEALING
PRIOR ORDINANCES INSOFAR AS SAME ARE IN CONFLICT
HEREWITH; PROVIDING A SEVERABILITY CLAUSE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS:
SECTION 1.
There are hereby created and confirmed the following
classifications of Firemen of the City of Fort Worth and the
vesting of certain authority in the "Fire Chief."
A. "Fire Chief" who shall not be under civil
service protection and shall be appointed
by the Chief Executive of the City of Fort
Worth and confirmed by the City Council.
B. "Deputy Fire Chief" which classification
shall be the same as the present classi-
fication known as Deputy Chief for Fire
Prevention.
C. "Fire District Chief"
D. "Fire Captain"
E. "Fire Lieutenant"
F. "Fire Driver"
G. "Fire Private"
The classifications under B, C, D, E, F, and G shall be
under civil service protection and subject to the Fire and
Policemen's Civil Service Statute, Article 1269m of the

Revised Civil Statutes of the State of Texas, and the ordi-
nances of the City of Fort Worth.
The Fire Chief shall have authority to fix and deter-
mine the specific duties of those classified under B, C,
D, E, F, and G described hereinabove.
The City Council by ordinance from time to time shall
fix and determine the number of positions in each classifi-
cation, with the exception of "Fire Chief."
SECTION 2.
That this ordinance shall repeal every prior ordi-
nance and provision of the Fort Worth City Code in conflict
herewith but only insofar as the portion of such prior
ordinance or provision shall be in conflict, and as to all
other ordinances and provisions of the Fort Worth City Code
not in direct conflict herewith, this ordinance shall and
is hereby made cumulative.
SECTION 3.
It is hereby declared to be the intention of the
City Council that the sections, paragraphs, sentences,
clauses and phrases of this Code are severable and if
any phrase, clause, sentence, paragraph or section of
this Code shall be declared unconstitutional by the valid
judgment or decree of any court of competent jurisdiction,
such unconstitutionality shall not affect any of the re-
maining phrases, clauses, sentences, paragraphs and sec-
tions of this Code, since the same would have been enacted
by the City Council without the incorporation in this Code

of any such unconstitutional phrase, clause, sentence,
paragraph or section.

J Fire Department Reorganization
On February 22, 1971, the City Council approved plans outlined in M&C G-1711
for a reorganization of the Fort Worth Fire Department. - The proposed reorgani-
zation provided for the department to be comprised of three bureaus (instead
of the five divisions which previously existed), each to be headed by a Deputy
Fire Chief reporting directly to the Fire Chief, and entitled Fire Fighting,
Fire Prevention and Fire Services. It is the opinion of the Fire Chief and
the administrative staff that the proposed organization would improve coordina-
tion of all departmental activities and establish a logical chain of-command
within the Fire Department. The proposed reorganization will establish lines
of authority in the Fire Department similar to the ones that exist in the
Police Department.
By action on February 22, the City Council authorized the following changes
in connection with the reorganization:
1) Deletion of the existing classifications and authorized positions
of Assistant Fire Chief in the Fire Fighting Division, Deputy
Chief for Fire Prevention and Master Mechanic in the Fire Supply
and Maintenance activity. (It was explained that the Assistant
Fire Chief position had been vacant since February 1, 1971, when
the incumbent had retired.)
2) Creation of the position classification of Deputy Fire Chief, with
a salary range of $1,135 to $1,203 per month.
3) Establishment of the three bureaus of Fire Fighting, Fire Preven-
tion, and Fire Services, each to be supervised by the newly
established position of Deputy Fire Chief.
Additional Reorganization Change Requested
In addition to the changes necessitated by the reorganization as described
above and approved by the City Council on February 22, it is requested that
the position of Chief Fire Alarm Operator, of which there is presently one
in the Fire Department, be abolished and that the incumbent be given the title
of .Fire District Chief. This change is requested to further clarify lines of
authority within the department and to achieve greater flexibility in utiliza-
tion of manpower. The salary range for the three positions of Fire District
Chief, Chief Fire Alarm Operator and Master Mechanic is identical.
Proposed Ordinance
In order to confirm the position classification changes occasioned by the
reorganization and to confirm all classifications of firemen of the City of

Fort Worth, as well as to fix the authority of the Fire Chief to determine
the specific duties of classifications of firemen, a proposed ordinance has
been prepared by the City Attorney and is herewith submitted for City Council
approval.
Effective Date of Reorganization
Upon approval of the ordinance by the City Council, the-reorganization of
the Fire Department as described above will become immediately effective
and actions will be initiated to implement changes required in the staffing
detail of the Fire Department.
Two of-the three positions of Deputy Fire Chief will be filled following a
competitive examination for all eligible candidates who wish to be considered.
The third Deputy Fire Chief position will be filled by the incumbent Deputy
Fire Chief for Fire Prevention.
The Master Mechanic position will be abolished and the incumbent in that
position will be assigned to fill an existing vacant Fire District Chief
position.
Recommendation
It is recommended that the City Council approve the attached ordinance pro-
viding for the classification of firemen in the City of Fort Worth and
approve the proposed reorganization of the Fire Department as described
above. No additional appropriations will be required.
