AN ORDINANCE AMENDING SECTION 6 OF ORDINANCE
NO. 7323, AS AMENDED, BY REVISING THE BOUNDARIES OF
SINGLE MEMBER DISTRICT NUMBER 6; MAKING THIS ORDI-
NANCE CUMULATIVE OF ALL OR DINANCES; REPEALING ALL
ORDINANCES AND PROVISIONS IN CONFLICT HEREWITH; PRO-
VIDING A SEVER ABILITY CLAUSE; PROVIDING FOR ENGROSS-
MENT AND ENROLLMENT OF THIS ORDINANCE; AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1.
That Section 6 of Ordinance No. 7323, as amended, be and
the same is hereby amended and, after being so amended, shall
hereafter read and be as follows:
"Section 6.
For the purpose of determining the qualifications as to
candidacy, election or appointment of a member to Place No. 6 of
the City Council of the City of Fort Worth, District No. 6 shall
be, and the same is hereby, established and shall comprise all
of that portion of the City located within the following de-
scribed boundary:
District No. 6
BEGINNING at Hemphill Street and Seminary Drive;
THENCE South on Hemphill Street to Felix Avenue;
THENCE East on Felix to I-35W South;
THENCE South on I-35W to the northern boundary of the Sarah
Rhodes Survey (No. 1326);
THENCE East on projected North line of said survey to the
West right-of-way of Wichita Street;
THENCE South on Wichita Street to a point for corner at the
intersection with the North line of Alta Mesa addition
produced West;
to a point at the intersection of said Easterly right-of-
way line of said Old Cranbury Road (County Road No. 1089);
THENCE South 89 degrees 59 minutes 40 seconds East, a dis-
tance of 1822.20 feet along said Northerly right-of-way
line to a point for corner;
THENCE East along said Northerly right-of-way line to a
point, said point being the southeast corner of Tract 3A of
A. J. Hodge Survey, Abstract No. 1789;
THENCE North along said East boundary of said Tract 3A to a
point in the Northeast corner of Tract 2D4 of J. Heath
Survey, Abstract No. 641;
THENCE East along the North boundary line of said Tract 2D4
of J. Heath Survey, Abstract No. 641 to a point for corner
with the East right-of-way line of the G.C.&S.F. Railroad;
THENCE Northeasterly along the G.C. & S.F. Railway to
Walton Avenue;
THENCE Southeasterly along Walton Avenue to Vega Drive;
THENCE North on Vega Drive to I-20 (S.W. Loop 820);
THENCE East on I-20 (S.W. Loop 820) to Westcreek;

SECTION 2.
This ordinance shall be and is hereby declared to be cumu-
lative of all other ordinances of the City of Fort Worth defin-
ing the boundaries of the single member districts therein, and
this ordinance shall not operate to repeal or affect any of such

other ordinances except insofar as the provisions thereof might
be inconsistent or in conflict with the provisions of this ordi-
nance, in which event such conflicting provisions, if any, in
any such other ordinance or ordinances are hereby repealed.
S°ECTION 3.
It is hereby declared to be the intention of the City
Council that the sections, paragraphs, sentences, clauses and
phrases of this ordinance are severable, and, if any phrase,
clause, sentence, paragraph or section of this ordinance shall
be declared void, ineffective or unconstitutional by a valid
judgment or final decree of a court of competent jurisdiction,
such voidness, ineffectiveness or unconstitutionality shall not
affect any of the remaining phrases, clauses, sentences, para-
graphs and sections of this ordinance, since the same would have
been enacted by the City Council without the incorporation here-
in of any such void, ineffective or unconstitutional phrase,
clause, sentence, paragraph or section.
SECTION 4.
The City Secretary of the City of Fort Worth is hereby
directed to engross and enroll this ordinance by copying the
caption and effective date of same in the minutes of the City
Council of the City of Fort Worth and by filing this ordinance
in the ordinance records of said City.

SECTION 5.
That this ordinance shall take effect and be in full force
and effect from and after the date of its passage, and it is so
ordained.

RECOMMENDATION
It is recommended that
(1) The City Council approve the recommended revisions to City Council
District 6, and
(2) An ordinance amending Section 6 of Ordinance No. 7323, as amended, be
adopted in order to make the single-member district boundaries
coincide with the current corporate boundaries.
BACKGROUND
On April 22, 1986, the City Council adopted City Ordinance No. 9618, revising
the boundaries of Single-Member Districts 2, 3, 4, and 6 These revisions,
which were necessitated by recent annexations and disannexations to the City of
Fort Worth, were made in anticipation of the scheduled special City Council
elections to fill vacancies in City Council Districts 6 and 7
Following these revisions, the City Council, on May 13, 1986, adopted on second
and final reading, City Ordinance No. 9609, annexing an additional 31 403 acres
of land into the City
Article 970a, Revised Civil Statutes of Texas, provides that annexations must
be completed within 90 days after institution of annexation proceedings or be
null and void Had the City delayed the subject annexation until after the
scheduled July 12, 1986, special elections, the 90 day period would have
expired for this particular annexation
The 31 403 acres of land annexed under Ordinance No. 9609 should be added to
District 6, to which it is contiguous. At the time of its annexation, it
contained no population and no dwelling units
As a result of this annexation, it is necessary that the City Council adopt an
ordinance revising Single-Member District 6 to include the newly annexed area
IMPACT
The impact of this change in the corporate boundaries of the City on City
Council elections is negligible. No development has occurred in the newly
annexed area, and any changes in population figures since the time of annexa-
tion are insignificant No significant changes in minority access to the
election process and influence on election results are anticipated as a result
of this annexation
