' AN ORDINANCE APPROPRIATING ADDITIONAL REVENUE OF THE CITY OF FORT WORTH IN THE AMOUNT OF $28, 050.00 FROM THE UN- DESIGNATED FUND BALANCE OF THE GENERAL FUND TO POLICE DEPARTMENT/FISCAL AND EQUIPMENT MANAGEMENT, ACCOUNT NO. 35-21 -00, INDEX CODE 261438; PROVIDING FOR A SEVER ABILITY CLAUSE: MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ~.2DI- NANCES IN CONFLICT HEREWITH: AND PROVIDING AN EFFECTIVE DATE. BE IT OR DARNED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That the City Manager of the City of Fort Worth is hereby authorized to appropriate $28,050.00 from the Undesignated Fund balance of the General Fund, and transfer it to Police Department/ Fiscal and Equipment Management, Account No. 35-21-00, Index Code 261438. SECTION 2. Should any portion, section or part of a section of this ordi- nance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. This ordinance shall be cumulative of Ordinance No. 9458, and all other ordinances and appropriations amending the same except in~ those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instances said conflicting provisions are hereby expressly repealed. -' y ~ s SECTION 4. BACKGROUND The City of Fort Worth is experiencing unacceptable increases in the number of Part I Crimes. As such, the Fort Worth Police Department has developed a Satura- tion Plan of Enforcement that will target, using crime analysis data, specific criminal activity areas. As part of this plan, deterrence and apprehension can occur through high visibility of Patrol operations. ne high visibility element which contributes to deterrence and apprehension is se of the Police helicopter. Currently, the helicopter devotes approximately 13 hours per month to Police operations. Using crime analysis data and satura- ion patrol techniques, the Fort Worth Police Department proposes to expand heli- opter operations by 30 hours weekly, beginning June 3, 1986. The Saturation atrol and directed activities will be coordinated through the Crime Analysis ivision in close cooperation with Radio Patrol operations. The additional lying time will enable the Police Department to maintain flexibility in relation o changing crime patterns. he expanded detail will begin on June 3 and terminate on September 30, 1986 (approximately 17 weeks). This will result in 510 additional flying hours being harged to the Police. Department at a rate of $55 per hour. INANCING supplemental appropriation of $28,050 from the Undesignated Fund balance is ecessary to fund this program. The Undesignated Fund balance after this trans- ction will exceed $19,532,945.
