AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $15,000
UPON RECEIPT OF THE 2008 EMS LOCAL PROJECTS GRANT FROM THE
TEXAS DEPARTMENT OF STATE HEALTH SERVICES FOR THE PURPOSE
OF FUNDING A STREET LEVEL AIRWAY MANAGEMENT COURSE;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2007-
2008 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $15,000 upon receipt of the 2008 EMS Local
Projects Grant from the Texas Department of Health Services for the purpose of funding a street
level airway management course.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17749 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize the Application for and Acceptance of a 2008 EMS Local Projects Grant from the Texas
Department of State Health Services in the Amount of $15,000 for a Street Level Airway
Management Course for 30 Paramedics with the Fort Worth Fire Department; Authorize the City
Manager to Execute a Contract with the Texas Department of State Health Services for Hosting the
Course; Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to apply for and accept, if awarded, a 2008 EMS Local Projects Grant from
the Texas Department of State Health Services in the amount of $15,000, for a Street Level Airway
Management Course for 30 paramedics with the Fort Worth Fire Department;
2. Authorize the City Manager to execute a contract with the Texas Department of State Health Services for
the course; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grant
Fund in the amount of $15,000 upon receipt of the grant.
DISCUSSION:
The purpose of this grant is to host an advanced airway management course on February 16, 2008, for 30
paramedics in the Fort Worth Fire Department. The goal of the advanced airway management course is to
attain the highest standards of airway management in personnel and equipment to improve the rate of
success for endo-tracheal intubation. This is a one day course that will take the place of regularly scheduled
continuing education and provide 10 hours of continuing education credit.
It is anticipated that the subsequent use of the skills learned during this course will increase both the total
number of, and rate of success for, endo-tracheal intubation performed by the thirty 30 Fort Worth Fire
Department paramedics. In turn, this will improve the return of spontaneous circulation in cardiac arrest
patients, and, hopefully save lives.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, receipt of the grant, and
adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Grant Fund. Funds will be reimbursed by grantor after expenditures are made.
