HomeMy WebLinkAboutOrdinance 9649,!r 4 ~ ~ • t A u ORDINANCE NO . 4 AN OR DINANCE INCREASING THE ESTIMATED RECEIPTS ACCRUING TO INDEX CODE 061754, IDB FEES, OF THE GENERAL .FUND OF THE CITY OF FORT WORTH FOR FISCAL YEAR 1985-1986 IN THE AMOUNT OF $1 8 , 009 AND TRANSF~ERR ING THAT AMOUNT TO NON- DEPARTMENTAL ACCOUNT NO. 90-11-00, THEREBY INCREASING APPROPRIATIONS IN THAT ACCOUNT, FOR THE PURPOSE OF FUNDING THE ACTIVITIES OF THE ECONOMIC DEVELOPMENT OFFICE; PROVID- ING FOR A SEVER ABILITY CLAUSE; MAKING THIS OR DINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That the estimated receipts accruing to Index Code 061754, IDB Fees, of the General Fund of the City of Fort Worth for Fiscal Year 1985-1986 are hereby increased in the amount of $18,009 by crediting to that index code $18,009 to be received from the maturing of a certificate of deposit and that in addition to providing the City Manager with such other revenue as may be secured from various sources included in Ordinance No. 9458 and in the Budget of the City Manager, there shall also be appropriated from the increased receipts of the General Fund, Index Code 061754, the sum of $18,009 to Non-Departmental Account 90-11-00 for the purpose of funding the activities of the Economic Development Office. SECTION 2. Should any portion, section or part of a section of this Ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judg- ment shall in no way impair the remaining portions, sections or ~~ .-.. . _ ~; parts of sections of this Ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this Ordinance shall be cumulative of Ordinance No. X615, and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instances said conflicting provisions are hereby expressly repealed. _ SECTION 4. The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption in the minutes of the City Council and by filing this ordinance in the ordinance records of the City. SECTION 5. That this ordinance shall take effect and be in full force and effect from and after the date of its passage, .and it is so or- dained. APPROVED AS TO FORM AND LEGALITY: City Attorney Date: ~' ~ G _g' ADOPTED: EFFECTIVE: _2_ pity .of' 1Fo~°t W~a°th, ~C~~~~ DATE REFERENCE suB~ECTESTABLISHP1ENT OF ECONOMIC PAGE 6/10/86 NUMBER DEVELOPP~IENT OFFICE G-6696 , ar 2 RECOMMENDATION It is recommended that the City Council: 1) authorize the creation of an Economic Development Office in Non- Departmental as Account No. 90-11-00 with a total budget of $36,197 for 1985-86; 2) adopt the attached supplemental appropriation ordinance decreasing appropriations in the Planning Department, Account No. 22-30-00 by $18,188 and increasing appropriations in Non-Departmental Account No. 90-11-00 by $18,188, and, 3} adopt the attached supplemental appropriations ordinance increasing estimated receipts by $18,009 in Index Code 061754, IDB Fees, and increasing appropriations in Non-Departmental Account No. 90-11-00 by, ,$18,009. z ; DISCUSSION The City has been engaged in economic development activity for some time. How- ever, responsibility for the program has not always been clearly defined. As a result, our efforts have often lacked the kind of coordination and direction necessary to be effective. ~1ost major cities have established an economic development office during the past few years to take advantage of the many oppor- tunities that are available in this area. The staff person who has been most actively involved in economic development is currently located in the Planning Department. In an effort to increase the visibility of this function, the new Economic Development Office will report directly to the City Panager's Office and be responsible for carrying out the proyrams that were outlined in the special report submitted to the City Council on April 10, 1986. The City Manager's staff has met with officials of the Chamber of Commerce to discuss the respective roles of each in economic development activities. There is mutual agreement that there will not be any duplication of efforts. In addi- tion, both have agreed to work together in carrying out certain of the recommen- dations of the Economic Development Task Force that were presented to the City Council by the Fort Worth Action Strategies Committee. During the City Council Retreat on April 18-19, 1986, a proposal to establish an Economic Development Office was discussed. The original proposal has been revised to provide for two staff members instead of three. A senior planner will be transferred from the Planning Department and will serve as the Economic Development Director. A secretary position will be created and will be filled after the office is established. Of this amount, $18,188 will be transferred from the Planning Depart- ment. The remaining $18,009 will be appropriated from increased estimated reve- nues in the General Fund arising from fees charged for past issuance of various industrial development bonds. The estimated budget for fiscal year 1986-87 is $98,021. Funds in the amount of $18,188 are available in the General Fund, Planning Department, Account No. 22-30-00. The transfer of this amount into General Fund O1, Non-Departmental Account No. 90-11-00 is required. Estimated receipts in the General Fund O1, Index Coxe 061754, IDB Fees, are also increased by $18,009 and appropriations are increased in Non-Departmental Account No. 90-T1-00 by this amount to complete the financing of this office.
