AN ORDINANCE DECREASING THE UNDESIGNATED FUND
BALANCE OF THE GENERAL FUND OF THE CITY..,OF FORT
WORTH FOR FISCAL YEAR 198.5-1986 BY $2,000,000 AND
APPROPRIATING SAID SUM TO ACCOUNT N0. 90-37-00,
AND TRANSFERRING SAME TO FUND 30, PROTECT N0.
036812-00, FOR THE PURPOSE OF FUNDING IMPROVEMENTS
TO HANDLEY-EDERVILLE ROAD/RANDOL MILL ROAD; PRO-
VIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HERE-
WITH; PROVIDING FOR ENGROSSMENT AND ENROLLMENT;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS;
SECTION 1.
That the undesignated General Fund balance of the General
Fund of the City of Fort Worth for fiscal year 1985-1986 is hereby
decreased by appropriating $2,000,.000 to Account Nb. 90-37-00,
Non-departmental., and that said sum shall then be transferred from
Account No. 90-37-00 to Fund 30, Project No. 036812-00, Handley-
Ederville Road/Randol Mill Road, to fund. improvements to those
roadways.
SECTION 2.
Should any portion, section or part of a section of this

Ordinance be declared invalid, inoperative or void for any reason
by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections
or parts of sections of this Ordinance, which said remaining pro-
visions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.
9458, and all other ordinances and appropriations amending the
same except in those instances where the provisions of this
ordinance are in direct conflict with such other ordinances and
appropriations, in which instances said conflicting provisions are
hereby expressly repealed.
SECTION 4.
The City Secretary of the City of Fort Worth is hereby
directed to engross and enroll this ordinance by copying the
caption and effective datevof this ordinance in the minutes of the
City Council and by filing the ordinance in the ordinance records
of the City.
SECTION 5.
That. this Ordinance. shall take effect and. be in full

It i s recommended that:

2) The City Council adopt the attached Supplemental Appropriation Ordinance
in the amount of $2,000,000, increasing appropriations ih the General Fund
Account 90-37-00, Non Departmental , Index Code 902510, and" decreasing un-
reserved, undesignated General Fund bal ante.
3) Approve the transfer of $2, 000, 000 from General Fund Non-Departmental
Account No. 90-37-00, to Street Improvement Fund 30, Project No.
036812-00, Handley-Ederville Road, Randol Mill Road.
4) The City Manager be authori zed to reimburse the developer for the City's
share of cost for water and street improvements upon satisfactory
completion of the same; and,
5) The City Manager be authori zed to execute the Community Facilities
Agreement with the developer, Riverbend C~neral Partnership.
Discussion
Ri verbend General Partnershi p, acting by and through Kenneth B. Newell , Partner
and David R. Newell, Partner, the developers of Randol Mill Road - West of
Woodhaven Boul evard to I-820, has executed a proposed contract of community
facilities to serve the area shown on the attached maps.
The estimated cost of the community facilities is as follows and subject to
actual bid price:

Water facilities and street paving with curb and gutter, street 1 fighting and
street name signs will be installed in accordance with standard policies for
the installation of community facilities.
The contract incl odes City participation in the cost of water, streets, and
"street 1 fight improvements. Prior pl ans for financing the improvements in thi s
area incl uded the use of $2, 000, 000 from the undesi gnated, unreserved General
Fund bal ance in addition to financing by certificates of obl igation and capital
improvement bond,. The transfer as shown in the recommendations will now be
necessary fran the General Fund bal ance to the General Fund Account 90-37-00,
Non-Departmental,, index code 902510, in the amount of $2,.000, 000. These funds
will then be transferred fran this account to Street Improvement Fund 30,
project no. 036812-00, index code 680405, Handl ey Edervill e, (~andol Mi 11 Road,
in order to finance a part of the City's portion of this project. After the
$2, 000, 000 transfer, the General Fund bal ance contains $19, 570, 655 in
under ignated funds .
Transfers will be necessary from Street Improvements Fund 30, account no .
032901-00, Street Lights lk~specified, to project account 032301-00, index code
680173, Randol Mill Road, to finance the City's share of street 1 fight costs ,
and from Water Improv ements Fund 81, account no . 015901-00, Unspecified , to
account no. 001 5 01-00, index code 617500, 16" Main Randol Mill Road, to finance
the City's share of water installation costs.
Sufficient funds are available in Special Assessments Fund 94, Property Owner's
Portion, account no. 009905-00, index code 600957, to finance the "other
property owners"' share of assessment paving and street 1 fight construction
costs .
Assessment Paving
The street improvements incl uded in this contract incl ode the construction of -
Randol Mi 11 Road - from the west R.O.W. 1 fine of I. H. Loop 820 westward
approximately 2,200 1 inear feet to the west property 1 fine of C. Brown Estates
consi sting of a doubl a 26 foot wide roadway,* thence westward 7, 700 linear feet
(incl uding a 140' bridge) to Woodhaven 8o u1 evard, consi sting of a double 26
foot wide roadway. West of this point the proposed roadway will be a single

26' roadway (southern 1 anes) for a distance of 865 linear feet and then a 150
1 inear feet transition into the exi sting 23 foot wide pavement. The northern
1 anes, for a distance of 865 linear feet westerly from Woodhaven Boul evard,
,
will be con strutted at a l ater date. Asa temporary meas ure,, a 300 1 i near feet
transition section will be constructed to merge westbound traffic into the
southern lanes. All roadway construction will be of arterial grade pavement,
including both transition sections. As a "special Condition", the City will
pay lUU% of the cost of the transition sections since they will be constructed
with 7 " concrete .
Letters were mailed to all property owners affected by this assessrnent .project
on June 4, 1986, advising them of the proposed community facilities agreement
for Randol Mi 1 Road west of I~bodhaven Boul evard to I-820, and that the City
Council would be considering the contract at its meeting on June 10, 1986.
Plan Commission Approval
On January 29, 1986, the City 'Pl an Commission approved the prel iminary pl at
(P-86-1) for Riverbend Addition.
~. *Note The cost of Randol Mill Road street improvements from the West R.O.W.
line of I. H. 820 to the west property 1 ine of C. Brown Estates (2, 200
L.F.) was already included in CFA No. 13966. The cost of the proposed
storm drain for this section of Randol Mi 11 Road was not incl uded in the
C. Brown Estates CFA, therefore the storm drain costs have been provided
for herein .
