AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GENERAL CAPITAL PROJECT FUND IN THE
AMOUNT OF$620,042.00,FROM AVAILABLE FUNDS,FOR THE PURPOSE OF
PURCHASING FURNITURE AND EQUIPMENT FOR THE VICTORY FOREST
RECREATION CENTER; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2015-2016 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
General Capital Project Fund in the amount of $620,042.00, from available funds, for the purpose of
purchasing furniture and equipment for the Victory Forest Recreation Center.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21873-09-2015 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Appropriation Ordinances (COUNCIL DISTRICT 9)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize transfers totaling $677,042.00 from the General Fund to the General Capital Project Fund
and the Vehicle Equipment Replacement Fund for budgeted furniture and equipment purchases for the
Victory Forest Recreation Center;
2. Adopt the attached appropriation ordinance increasing receipts and appropriations in the General
Capital Project Fund in the amount of$620,042.00; and
3. Adopt the attached appropriation ordinance increasing receipts and appropriations in the Vehicle
Equipment Replacement Fund in the amount of$57,000.00.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to transfer and appropriate funds for
budgeted purchases for the new Victory Forest Recreation Center, including furniture, fixtures and
equipment.
The Fiscal Year 2016 General Fund adopted budget included one-time funding to purchase furniture and
equipment for the new Victory Forest Recreation Center. The procurement of the furniture and equipment
during construction of the center will allow for receipt and installation in advance of the January 2017
scheduled opening of the center. In keeping with accounting best-practices, it is recommended that
capital expenditures, such as the proposed capital outlays, be made out of capital funds. This M&C would
move the previously appropriated funds out of the General Fund to the appropriate capital funds.
The capital-outlay needs to open the recreation center include approximately $175,000.00 for furniture
and fixtures for the interior of the center, $225,000.00 for fitness equipment, $175,042.00 for A/V
equipment, $45,000.00 for network capabilities and $57,000.00 for a van that will allow the provision of
afterschool programming. This M&C will effect the transfer of the previously approved funding and make
the money available in the appropriate capital funds for the purchase of furniture, fixtures and equipment
in preparation for the center's anticipated opening in January 2017 .
Victory Forest Recreation Center is located in COUNCIL DISTRICT 9.

This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinances, funds will be available in the current operating budget, as
appropriated, in the General Fund, the current capital budget of the General Capital Project Fund of the
Victory Forest Recreation Center Capital Outlay Project and the Vehicle Equipment Replacement Fund.
