ORDINANCE N0. ~~~,
AN ORDINANCE AMENDING ORDINANCE N0. 9733 OF THE CITY OF
FORT WORTH, BEING AN ORDINANCE PROHIBITING THE ESTABLISH-
MENT OF PAWN SHOPS, THE ISSUANCE ~OF CERTIFICATES OF
OCCUPANCY AND THE ISSUANCE OF BUILDING PERMITS FOR THE
CONSTRUCTION, REPAIR OR RENOVATION OF STRUCTURES TO BE
USED FOR PAWN SHOPS WITHIN THE CITY, PENDING CONSIDERATION
BY THE ZONING COMMISSION AND THE CITY COUNCIL OF RESTRIC-
T IONS REGARDING THE LOCATION OF PAWN SHOPS IN THE CITY OF
FORT WORTH BY EXEMPTING FROM THE PROVISIONS THEREOF ALL
APPLICATIONS FOR BUILDING PERMITS FILED PRIOR TO THE
ENACTMENT OF SAID ORDINANCE; MAi{ING THIS ORDINANCE CUMULA-~
TIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDI-
NANCES IN CONFLICT HEREWITH; AND NAMING AN EFFECTIVE DATE.
WHEREAS, on September 30, 1986, the City Council adopted
Ordinance No. 9733 which directed the Zoning Commission of the City
of Fort Worth to conduct public hearings and to report to the City
Council as expeditiously as possible its recommendations relating to
proposed amendments to the Comprehensive Zoning Ordinance
(Appendix °'A 10 of the Code of the City of Fort Worth) , restricting
the location of pawn shops within the City of Fort Worth and in
particular prohibiting the location of pawn shops within the "E"
Commercial zoning district of the City of Fort Worth; and
WHEREAS, pending the report of the Zoning Commission, the City
Council, by said Ordinance No. 9733, prohibited the establishment of
pawn shops, the issuance of certificates of occupancy and the
issuance of building permits for the construction, repair or renova-
tion of structures to be used as pawn shops within the City of Fort
Worth; and

WHEREAS, the City Council has determined that the moratorium
with respect to pawn shops should not be effective as to applica-
tions for building permits filed prior to the time the moratorium
was enacted;
NOW, THEREFORE, BE IT ORDATNED BY THE CITY COUNCIL OF THE CITY
OF FORT WORTH, TEXAS:
SECT ION 1 .
Ordinance No. 9733, which enacted a moratorium on the estab-
lishment of pawnshops, the issuance of certificates of occupancy and
the issuance of building permits for the construction, repair and
renovation of structures to be used as pawnshops in the City of Fort
Worth, is hereby amended by providing that said moratorium shall not
be applicable to applications for building permits filed prior to
September 30, 1986, subject to all other applicable laws and regula-
tions. Except as provided above, the moratorium enacted by Ordinance
No. 9733 shall continue in full force and effect until such time as
the City Council adopts an ordinance repealing same.

This ordinance shall be cumulative of all provisions of ordi-
nances and of the Code of the City of Fort Worth, Texas (1964), as
amended, except where the provisions of this ordinance are in direct
conflict with the provisions of such ordinances and such Code, in
which event conflicting provisions of such ordinances and such Code
are hereby repealed.

SECTION 3.
That this ordinance shall be in full force and effect from and
after its passage, and it is so ordained.
